Background
Ukraine is undertaking a comprehensive reform of its migration governance system in response to demographic decline, labour shortages, population displacement, and the country’s long-term economic recovery. As part of its European integration agenda, Ukraine is strengthening evidence-based policymaking to develop modern migration policies aligned with EU standards and labour market needs.
To support these reforms, the Government of Ukraine, together with international partners, is establishing the Migration Policy Expert Group — a multidisciplinary team providing strategic, legal, analytical, and operational expertise to strengthen migration governance and support informed policy decisions.
Position Overview
We are seeking an experienced Data Analyst & Migration Expert to provide analytical support for the development of evidence-based migration policies and labour market strategies.
The successful candidate will analyse migration, labour market, and demographic data, develop forecasting models, assess policy impacts, and translate complex analytical findings into practical recommendations for government decision-makers. Working closely with policymakers, researchers, government institutions, and international partners, the Data Analyst will contribute to building a robust evidence base for Ukraine’s migration governance and economic recovery.
Key Responsibilities
Data Analysis & Research
- Collect, process, and analyse quantitative and qualitative data related to migration, labour market dynamics, and demographic trends.
- Produce analytical reports, statistical overviews, policy briefs, and evidence-based recommendations for government stakeholders.
- Identify key trends, patterns, and risks affecting migration governance and labour market development.
- Support policy development through high-quality research and analytical insights.
Forecasting & Policy Analysis
- Develop forecasting models and scenario analyses related to migration flows, labour market needs, and demographic developments.
- Assess the potential impact of migration policies using statistical and administrative data.
- Contribute to labour market assessments and demographic projections supporting long-term strategic planning.
- Provide analytical input for policy design, implementation, and evaluation.
Monitoring & Evaluation
- Design and strengthen monitoring and evaluation frameworks for migration policy initiatives.
- Develop indicators, methodologies, and data collection approaches to measure programme performance.
- Identify gaps in existing data systems and recommend improvements to strengthen evidence-based policymaking.
- Ensure data quality, consistency, and methodological soundness across analytical outputs.
Stakeholder Collaboration
- Collaborate with government institutions, national statistical authorities, research organisations, academia, and international partners.
- Support data sharing and coordination across relevant institutions.
- Present analytical findings to policymakers and non-technical audiences in a clear and accessible manner.
- Contribute to multidisciplinary expert discussions and policy consultations.
Profile and Qualifications
Education
- Master’s degree (or higher) in Economics, Statistics, Demography, Data Science, Public Policy, Sociology, Migration Studies, Labour Economics, Social Sciences, or another relevant field.
- Additional training in quantitative research methods, econometrics, monitoring and evaluation, forecasting, or data analytics will be considered an advantage.
Professional Experience
- Minimum 5 years of relevant professional experience in data analysis, labour market research, demographic analysis, migration studies, public policy research, or related fields.
- Proven experience working with large datasets, labour market information systems, demographic databases, or migration-related statistical sources.
- Demonstrated experience conducting quantitative and qualitative research and translating analytical findings into policy recommendations.
- Experience preparing analytical reports, policy briefs, statistical publications, and evidence-based recommendations for government institutions, international organisations, development partners, or research institutions.
- Experience developing forecasting models, demographic projections, scenario analyses, or labour market assessments.
- Experience designing and implementing monitoring and evaluation (M&E) frameworks is highly desirable.
- Previous experience working on migration governance, labour mobility, demographic policy, or socio-economic development programmes will be considered a strong asset.
Skills and Competencies
- Strong understanding of migration dynamics, labour market trends, demographic processes, and their implications for public policy.
- Advanced analytical, statistical, and research skills.
- Proficiency in statistical and analytical software such as R, Python, SPSS, Stata, Power BI, Tableau, or equivalent tools.
- Experience developing forecasting models, scenario analyses, and risk assessments.
- Strong knowledge of monitoring and evaluation methodologies, data quality assurance, and evidence-based policymaking.
- Familiarity with national and international migration, labour market, and demographic datasets.
- Understanding of data protection principles and ethical handling of sensitive information.
- Ability to communicate complex statistical findings in a clear, practical, and policy-oriented manner.
- Excellent report-writing, presentation, and stakeholder engagement skills.
- Ability to work independently while contributing effectively to multidisciplinary expert teams.
- Excellent written and spoken English; knowledge of Ukrainian is strongly preferred.
