Context: 

Under the overall supervision of the Emergency and Stabilization Unit Coordinator and the direct supervision of the Programme Officer (TRD), the incumbent will support the development, implementation, and monitoring of programming portfolio focused on youth and the environment. Thematic areas of programming within this portfolio may include, but not be limited to youth-led community building and social cohesion; youth and community resilience; disaster prevention and risk reduction; environmental protection; and climate change adaptation. IOM Ukraine’s Transition and Recovery Sub-Unit is broken down into three programming portfolios, each of which includes active projects and those under development. The Portfolio Specialist would lead the Youth and Environment Portfolio and the projects and staff therein. 

Core Functions / Responsibilities: 

  1. Manage the overall planning, implementation, and monitoring of projects within the youth and environment portfolio.
  2. Lead and manage support and processing services through directly supervising the work of subordinate staff engaged in the provision of support services and controlling the quality and efficiency of the team’s work.
  3. Liaise with relevant national and local working-level government contacts and partners.
  4. Collaborate with the monitoring and evaluation (M&E) and information management team to devise and implement an M&E plan for projects, incorporate the lessons learned into future projects, and adequately store project knowledge and deliverables for future use, and with the reporting team for quality and timely donor reporting.
  5. Contribute to contracting and assist in procurement of goods and services, including through follow up with relevant procurement and implementation colleagues, and contribute to financial tracking for projects within the portfolio, including through follow up with relevant finance and implementation colleagues.
  6. Develop communication tools in English and Ukrainian (Russian if necessary).
  7. Identify funding and partnership opportunities for youth and environment programming, and draft concept notes and proposals for the project portfolio.
  8. Pursue relevant learning opportunities. In consultation with the Programme Officer, propose learning opportunities for other staff within the portfolio to ensure quality, innovative, and evidence-based programming.
  9. Organize and/or take part in youth- and environment-related events (e.g. meetings, presentations, discussions, visits, etc.).
  10. Undertake duty travel as needed within Ukraine to meet with beneficiaries, partners, and/or donors; to monitor programme progress; and/or to support staff working on relevant projects.
  11. Perform such other duties as may be assigned. 

Required Qualifications and Experience 

Education

  • High School Degree/Certificate with seven years of relevant work experience

OR

  • Bachelor’s degree in Political Science, International Relations, Humanitarian Affairs, Peace and Conflict Studies, Environmental Studies, or a related field from an accredited academic institution with five years of relevant professional experience.

Experience

  • Experience in youth-led community building and social cohesion; youth and community resilience; disaster prevention and risk reduction; environmental protection; and/or climate change adaptation;
  • Experience in the areas of transition and recovery and/or migration; and
  • Experience throughout the project cycle, including proposal development, project implementation, monitoring, evaluation, and reporting.
    • Demonstrated computer literacy, including Microsoft Office365 (e.g. Word, Excel, Outlook, PowerPoint, etc.) and data analysis;
    • Organizational skills and self-discipline;
    • Proven ability to produce quality work accurately and concisely according to set deadlines;
    • Practical experience of multi-tasking and prioritizing activities; and
    • Ability to work effectively within a team to obtain shared objectives.

Languages

Fluency in English, Ukrainian and Russian is required.
