In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralisation reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The success of the decentralisation reform greatly depends on the coordination and cooperation between the different stakeholders involved into reform implementation at the national, regional and local levels. Given the important new tasks, responsibilities and financial resources that local self-governments have gained, the implementation of the reform must be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine – Local Empowerment, Accountability and Development) is a special measure which is conducted as a multi-donor action by the EU and its member states Germany, Denmark, France, Austria, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralisation reform.
U-LEAD’s Multi-Level Governance Unit (MLGU) consists of two teams, the Policy Team and the Integrity Support Team. MLGU is looking for a highly motivated Junior Administrative Professional to support its operations at U-LEAD Headquarters in Kyiv.
Key responsibilities:
- Providing administrative, financial and organisational support to the Multi-Level Governance Unit.
- Supporting internal coordination and information flow within the Multi-Level Governance Unit and with other units of U-LEAD.
- Maintaining the Outlook Teams Calendar, coordinating schedules, and organising internal and external meetings.
- Office management, inventory control of on-site assets.
- Reception, processing, filing of documents in Ukrainian and English; ensuring proper documentation flow.
- Supporting procurement and financial processes, including preparation of service requests, assistance with service contracts, pre-checking invoices and reports, and monitoring compliance with GIZ procedures.
- Supporting the Head of Unit in monitoring unit-level budgets and costs; supporting financial tracking and internal cost control in compliance with GIZ procedures.
- Implementing or assisting the Multi-Level Governance Unit in established procurement and contracting procedures, ensuring U-LEAD branding and visibility compliance.
- Organising and supporting events, trainings and capacity development activities, including invitations, participant management, logistics, catering, accommodation and travel arrangements.
- Contributing to project coordination, reporting, preparation of analytical materials, presentations and official communication.
- Liaising with international experts, national partners, local self-government bodies and service providers.
- Ensuring confidentiality in internal matters and regular reporting to the Head of the Multi-Level Governance Unit.
- Any other support to the Head of Unit regarding management of the unit, according to the needs.
Required qualifications, professional experience and personal competences:
- Bachelor’s degree or equivalent qualification in public administration, international relations, social sciences or a related field.
- Minimum 2 years of relevant professional experience in administrative support, office or event management, preferably within international development cooperation projects.
- Proven organisational, planning and coordination skills, with the ability to manage multiple tasks and deadlines simultaneously.
- Ability to work independently and under pressure in a fast-paced, multicultural environment.
- Strong service-oriented and solution-focused approach.
- Demonstrated ability to work effectively both as part of a team and independently.
- Fluent Ukrainian and very good command of English, both written and spoken.
- Very good computer skills, particularly MS Office (Word, Excel, PowerPoint, Outlook/Teams) and experience working with databases.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
