Background

The Federation of Canadian Municipalities (FCM) is currently overseeing the implementation of the Partnership for Local Economic Development and Democratic governance (PLEDDG) Program that began in April 2015 and will be completed by December 2020. Core funding is provided by the Canadian Government, which is supplemented by significant in-kind contribution from Canadian and Ukrainian partners. The program aims to strengthen Ukraine’s municipal sector by increasing capacities in sixteen (16) cities. PLEDDG’s goal is to advance local democracy and economic development by creating an enabling environment for entrepreneurship and local economic development, by facilitating decentralization of authorities, and integrated development planning at the local, regional and national levels. PLEDDG programming will emphasize gender equality through support for increased women’s political and economic participation, as well as promote a green municipal environment. PLEDDG is committed to the values of inclusive and accountable government, enhancing transparency and strengthening civil society participation towards advancing local democracy and providing greater economic stability.

Following a rigorous selection process, 16 cities were chosen to work with PLEDDG. Representatives from each partner cities have participated in a 9-day LED training with our The PLEDDG Program’s priority for the current year (2016 – 2017) is to ensure that all municipalities have been trained in LED, have strategic plans and the capacity to deliver democratic governance and local economic development (LED) projects, and that a plan to identify partners for long-term sustainability of the PLEDDG LED Curriculum is defined.   

Major Purpose

Recognizing the current lack of capacity to teach local economic development (LED) and the lack of institutions to provide this training, and where as PLEDDG has developed an LED Curriculum that is practical, modern, and effective, PLEDDG will seek to identify partners to deliver and distribute its LED curriculum. Through the process of “embedding” our curriculum with effective partners, we hope to provide quality relevant education and training to municipal leaders so they can more effectively and sustainably plan for and manage LED in their cities.

PLEDDG is seeking an expert who can assist in drafting a Strategy on Institutionalizing our LED Curriculum. This work is related to our intermediate outcome of improved collaboration of local, regional and national governments to facilitate decentralization and intergovernmental coordination, with a more immediate goal of providing enhanced training and professional development opportunities on democratic governance, local economic development (LED), investment and trade for local government officials and staff. 

Key Responsibilities

The individual will have a number of specific responsibilities, including the:

  • Review current context and Public Administration training, especially LED, in Ukraine
    • Including a supply/demand audit outlining the needs of public sector employees and the current LED training programs available.
    • Overview of the current legislation and funding models for LED and other civil servant staff trainings.
  • Assess current “in-service” training and consider how to include PLEDDG LED curriculum in it.
  • Research best practices (Ukraine, International) on embedding donor funded curriculum for long term sustainability.
  • Research modalities to deliver LED training, including but not limited to: In-class, online, live donor-funded trainings, live client-funded trainings.
  • Identify potential partners for PLEDDG LED curriculum delivery.
  • Develop a strategy that will enable us to realistically and sustainably engage new partners in PLEDDG LED curriculum delivery.
    • Consider “lessons learned” from MLED (our previous program in Ukraine)
    • Define conditions, challenges, and opportunities for sustainable partnerships
    • Define short term (18 months) and medium term (36 month) goals and how they related to achieving PLEDDG objectives, outputs and targets
    • Define PLEDDG and other inputs, and expected outcomes
    • Identify a list of potential partners and method to approach and or engage them
    • Consider potential dissemination channels (partner universities, oblast administrations, private consultants, online, etc.)
    • Outline the activities needed to implement the Strategy Including PLEDDG inputs, expected outputs and timeframe for each activity. 

Experience/Criteria

The consultant should have working knowledge of Ukraine’s current system of post-secondary training, specifically, training related to public-administration. Knowledge of “in-service” training and ongoing training provided to civil servants, including the funding structure of such training delivery is an asset. Ideally the consultant has experience working with donor funded capacity building programs which have created and delivered donor-funded trainings in Ukraine. S/he should have working use of the English language and be able to attend meetings in Kyiv.
