Project Background
DAI Global is implementing the USAID-funded Governance and Local Administration (HOVERLA) Activity, based in Kyiv, Ukraine. This project is designed to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities. The HOVERLA Activity has three objectives:
Objective 1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
Objective 2: More self-reliant subnational governance
Objective 3: Citizens play an increasingly influential role in local governance processes
The HOVERLA has started its intensive program activities including series of meetings, roundtable, training, visible improvement plan, supporting Ministry of Community and Territorial Development geoportal and academic studio, CTC ICT audit, citizen perception survey, etc., based on its Year 2 Annual Work Plan. Due to the urgencies of these activities and the procurement and logistic team are still focusing on key operation needs such as furbishing Kyiv, Lviv, Poltava and Lutsk offices, conduct procurement to establish Blanket Purchase Agreement (BPA) for key goods and services (hotel accommodation, transportation service, stationaries, etc.), Procurement and Logistic Department needs additional support.
DAI is seeking qualified candidates for the Kyiv-base part-time Procurement Specialist position (private-entrepreneur status) on its newly awarded USAID Governance and Local Accountability (HOVERLA) Activity.
Purpose
To provide support to HOVERLA Procurement and Logistic Team on conducting market survey to identify potential vendors, drafting procurement document, assisting on ensuring the bid announcement and RFP/RFQ received by interested offerors, manage delivery after award, and collect and file required procurement document. This position will be working under technical direction of Procurement Manager
Essential Duties and Responsibilities
The Procurement Specialist (STTA) will provide support to HOVERLA Procurement Team on the following activities:
- Assist Procurement Team on managing the procurement of Visible Service Improvement (VSI), events, and other procurement goods and services.
- Conduct market survey and provide list of potential vendors in Kyiv and regionals on the following goods/services include but not limited to:
- Hotel and accommodations
- Stationaries and office supplies
- Infrastructure/renovation companies in region
- Medical equipment
- IT equipment and services
- Furniture
- Office equipment (AC, heater, etc.)
- Other goods/services for the purposes of the project
- Draft specification / scope of goods/service which will be procured
- Draft Request for Proposal/Request for Quotation (RFQ/RFP) under Procurement Manager direction based on the event proposal checklist and budget
- Assist Bid Evaluation Process by drafting Bid Matrix and Source Selection Memo
- Assist Logistic Team on managing delivery of goods / services
- Other duties assigned by Procurement Manager
Deliverable
The Procurement Specialist will submit a monthly report and timesheet along with the completion of the following services:
- Draft and release four (4) RFP/RFQ per month
- Draft and finalize procurement award documentation (Bid Matrix, Source Selection Memo, and other documents) for at least 4 (four) procurement of goods/services
- Manage and monitor the delivery of goods/service for at least 4 (four) Purchase Order
A final report needs to be submitted at the end of the assignment using the HOVERLA STTA Report template.
Reporting:
The Procurement Specialist STTA will work under HOVERLA Procurement Manager technical direction.
Qualifications:
- At least 5 years of experience in procurement
- Minimum Bachelor’s degree
- Experience in managing procurement for donor funded project, familiar with procurement competition (tender), evaluation and selection, and documentation
- Familiar with USAID funded project is preferable.
- Strong facilitation / communication skills
- Proficiency in Ukrainian and English
