Project Summary:
The Support to Anti-Corruption Champion Institutions (SACCI) Program in Ukraine is a five-year USAID initiative that has an objective to assist Ukraine to reduce corruption and increase the accountability and transparency of governance in Ukraine. The program seeks to empower key government institutions to fight corruption, build public support for and engagement in anticorruption effort, and reduce citizen tolerance to corruption.

Position Summary:
The SACCI project provides support to several governmental institutions including the Ministry of Infrastructure of Ukraine (MIU) and the Sumy Oblast State Administration (SOSA). As part of the assistance to these institutions, SACCI is planning to recruit a team of two consultants to a) develop a methodology for comprehensive assessment of authorized units for corruption prevention (AUs) in governmental institutions and b) conduct assessments of the AUs of MIU and SOSA using this methodology. The assessment methodology should enable at a minimum evaluation of (1) compliance of AUs with the Ukrainian applicable legislation and requirements; (2) effectiveness of the AUs operations; (3) capacity, skills, resources, and needs of the AUs to carry out their functions. The assessment of the AUs of MIU and SOSA should result in clear and practical recommendations to strengthen the capacity and the effectiveness of the AUs in both institutions.
SACCI is planning to recruit 2 experts for this task who will work as a team under supervision of the SACCI team.
Expected level of effort is 40 – 55 days for each expert, including:
- Development of the assessment methodology and the manual with relevant tools – between 5 and 10 days;
- Assessment of the AU of MIU – between 20 and 25 days (including finalized report)
- Assessment of the AU of SOSA – between 15 and 20 days (including finalized report)
Timeframe for implementation: between May and August 2018.

Qualifications:
- Specialist/Master’s degree in law, political science, public policy, public administration or other relevel field;
- Over 7 years of experience in anti-corruption, transparency and integrity in the non-government (international) or government sectors;
- Experience in developing and implementing assessments of institutional capacity and operations;
- Demonstrated ability to work with social research methods, including work with focus groups, questionnaires, and summarize the findings into reports and analytical papers;
- Demonstrated ability to moderate events and conduct interviews on sensitive issues;
- Excellent organizational skills to meet deadlines;
- Prior experience with USAID-funded projects is preferred;
- Fluency in Ukrainian and Russian required. English language knowledge is an asset.
