1. Objective(s) and Linkages to Reforms

The Recovery and Reform Support Team (RST) at the Ministry for Development of Communities and Territories of Ukraine (MDCT or the Ministry) is a group of Ukrainian professionals (non-civil servants) funded on a temporary basis through the Ukraine Recovery and Reform Architecture (URA)^[1] programme that provides targeted technical support and assists the Ministry in the design and implementation of priority reforms. The RST will assist in filling capacity gaps in the design and implementation of priority reform strategies and programmes, while strengthening links and partnerships between the Ministry`s priorities and relevant donor support. 

Priority areas for the RST at the Ministry for Development of Communities and Territories of Ukraine will be: 

• Transport Infrastructure;
• Municipal Infrastructure;
• Regional Development and Decentralisation;
• Digitalisation;
• Public Administration Reform and Capacity Building;
• Public Investment Management. 

Housing Policy Reform is one of the top priorities of the Government of Ukraine and the Ministry. Housing Policy sector includes further legislative work related to the implementation of the recently adopted Law of Ukraine “On Basic Principles of Housing Policy”, the Law of Ukraine “On Social Housing”, and the State Strategy of Housing Policy (as part of the implementation of the above legislative acts). The housing reform in Ukraine is driven by the urgent need to modernise outdated legislation on housing rights, in order to respond to the consequences of war, address the housing needs of internally displaced persons and other socially vulnerable groups, expand access to affordable and social housing, and create a more inclusive, transparent and sustainable housing system.

Such legislative developments require special attention from the Ministry for Development of Communities and Territories of Ukraine in their further implementation.

Working in close cooperation with RST Senior Project Manager on Housing Policy and RST Expert on Housing Management, the Expert on Public and Affordable Housing will support the implementation of Housing Policy reform at the Ministry, providing analytical, coordination and communication support. The Expert will contribute to the preparation of analytical, briefing, and presentation materials, monitor legislative and policy developments, including the development and implementation of the Law of Ukraine “On Social Housing” and related public and affordable housing policies, support stakeholder consultations, coordinate meetings and events, and assist with the implementation and evaluation of housing sector initiatives. As a dedicated area of individual responsibility within the team, the Expert will specifically focus on the technical implementation of housing programmes and reconstruction projects, including analysing the Registry of Damaged and Destroyed Property, assessing technical and constructive solutions proposed by international partners, and monitoring social housing construction projects. The role involves systematic institutional interaction with regional military administrations and local authorities, monitoring the implementation of affordable housing and recovery initiatives, and formulating strategic policy recommendations for the Ministry’s leadership. 

2. Position and Reporting Line

The Expert on Public and Affordable Housing will be a full-time consultant at the RST and primarily cooperate with the relevant departments of the Ministry.

The Expert will draft, supervise and support the necessary products (documents) related to the public and affordable housing sector.

The Expert will be subordinated to the RST Director and the RST Deputy Director on Municipal Infrastructure as well as Senior Project Manager on Housing Policy.

3. Duration of the Assignment

The consultancy appointment is expected to start in August 2026.

Duration of the assignment has an estimated duration till July 2027, subject to the availability of project funding, the consultant’s performance, and the specific requirements of the RST. This appointment may be extended.

4. Main Duties and Responsibilities

Expert on Public and Affordable Housing is expected to support the Ministry with the following: 

• collect, analyse, elaborate and submit all relevant documents and materials (e.g. work plans, reports, analyses and proposals) needed for the activities of all relevant technical aid projects and expert missions in public and affordable housing sector;
• provide analytical inputs to the developing and improvement of policies, and policy measures in public and affordable housing, as well as concepts and programs;
• support the development, coordination, and implementation of residential recovery programmes, aimed at reinforcing sustainable housing and resilience frameworks;
• provide analytical and organisational support required to ensure implementation of new regulations and policy initiatives;
• prepare presentation materials including slides and information for infographics;
• assist in the design, preparation and coordination of activities supporting the implementation of strategic framework in public and affordable housing;
• assist with consultations with relevant stakeholders, organise meetings and events related policy initiatives, draft legal acts and strategic policy documents;
• draft reports and analytical materials for the donors/stakeholders on public and affordable housing related initiatives, the status of their implementation, etc.;
• regularly liaise with EU experts and international financing institutions on the issues related to public and affordable housing in Ukraine;
• perform other responsibilities as assigned by the RST Director and the RST Deputy Director on Municipal Infrastructure, as well as Senior Project Manager on Housing Policy. 

Expected deliverables:

• analytical reports, policy briefs, and background papers on public and affordable housing policies and programmes, including specific components for recovery initiatives and the resilience planning, prepared and submitted;
• analytical and organisational materials supporting the implementation of new housing and recovery-focused regulations and policy initiatives, and strategic frameworks aligned with the resilience planning;
• documentation and analytical inputs supporting the implementation of the strategic framework in public and affordable housing, covering both recovery frameworks and strategic resilience planning;
• presentation materials (PowerPoint slides, briefing notes, infographics content) prepared for policy discussions, consultations, and communication activities;
• draft legal acts (including secondary acts for the Law on General Principles for Housing Policy, and the future Social Housing Law), policy documents, and supporting analytical materials related to housing policy initiatives;
• draft reports, progress updates, and analytical materials for donors and stakeholders on the implementation status of housing-related initiatives. 

The specified lists of the scope of work, services and expected deliverables can be modified and supplemented on request from the Ministry and in agreement with the EBRD and the EU Delegation to Ukraine.

5. Qualifications, Skills and Experience

5.1. Qualifications and Skills: 

• at least a Bachelor’s degree in Law, International Relations, Public Administration, Economics, Housing, Social Science or other relevant field;
• good understanding of Housing Policy Reform in Ukraine and relevant regulations/legislation;
• strong analytical, communication and presentation skills;
• impeccable ethical standards, ability to take initiative;
• PC literacy in Microsoft software (PowerPoint, Excel, Word, Project), Google Apps (Gmail, Calendar, Google Docs);
• fluency in Ukrainian and English.

5.2. Professional Experience:

• at least 5 years of general professional experience;
• preferably 3 years of experience in housing and/or social policy, public sector consulting or related areas.

5.3. Other Competencies: 

• knowledge of Ukrainian legislation on housing policy and social housing;
• knowledge and professional experience in housing policy is a plus;
• familiarity with current Ukraine’s reform agenda, good understanding of policy formulation processes and policy dialogues;
• experience with government entities and their mandate and processes is an asset;
• experience with international organisations and/or IFIs operating in the housing sector is an asset;
• excellent communication, coordination and reporting skills;
• impeccable ethical standards.

6. Funding Source

URA is implemented with the financial assistance of the EBRD-Ukraine Stabilisation and Sustainable Growth Multi-Donor Account (MDA), contributors to which are Austria, Denmark, Finland, France, Germany, Italy, Japan, Latvia, the Netherlands, Norway, Poland, Slovenia, Sweden, Switzerland, the United Kingdom, the United States, and the European Union.

8. Selection Procedure

Following the evaluation of all applications received, selected candidates may be invited to the written tests. Only shortlisted candidates will be invited to the interview.
