Job Title: Security Officer/Driver.
Project Name: Recovery for All (RFA).
Location of Position: Based in Kyiv, with travels across Ukraine, including Dnipro, Odesa, and Chernihiv regions and possible travels to/from Warsaw.
Reporting to: Alinea Security Manager in Ukraine.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-time, irregular hours at times.

The role is expected to continue on a long-term basis, subject to project needs and performance.

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3rd group (consultancy services).

Citizenship: Ukraine.
Language Requirements: Excellent knowledge of Ukrainian, ability to speak and write clearly.
Elementary or Intermediate level of written and spoken English.

Project Description:
Recovery for All (RFA) is a seven-year (2025–2031) technical assistance project, funded by Global Affairs Canada and implemented by Alinea International.

RFA will support 35 war-affected municipalities take on the massive task of managing the damage that has been inflicted by Russia’s war against Ukraine. The aim of our work with municipalities is to help them build back better, not only in terms of reconstruction, but also socially and economically, so that people that have stayed in the municipalities not only survive this war, but can thrive. Each municipality has its own needs and priorities, so we will work with them to plan a recovery that meets those needs, build the capacity to attract financing and implement recovery initiatives, that serve the long-term development of municipalities to develop and to foster a better future for residents.

At the national level, RFA works with the Ukrainian government on recovery planning and coordination, ensuring different ministries and agencies collaborate effectively and together, that these efforts support Ukraine’s path toward EU integration.
RFA supports tracking and reporting on the Ukraine Plan through digital systems we have developed, allowing Ukraine to report efficiently, accurately and transparently to the EU, on its progress required for release of financial tranches under the EU Facility.

About the Work:
This role supports RFA project’s operations in Ukraine by ensuring the safe transportation of key personnel using project vehicle and contributing to the project’s overall safety and readiness in a dynamic and often unpredictable security environment. The work involves cross-border and in-country travel, logistical coordination, and active participation in security preparedness and emergency response efforts.

The Role: We are seeking a highly skilled Security Officer/Driver to ensure reliable and secure transportation of the RFA team, while also supporting the implementation of safety measures across operational locations. This includes route monitoring, vehicle readiness, field support in high-risk areas, and managing security-related procurement and training coordination. The position requires a highly dependable individual who can adapt quickly, assess risk, and take decisive action under pressure.

Key Responsibilities:

As a Security Officer:

● Provide security support and timely first aid during trips (if necessary), in accordance with emergency procedures.
● Procure, maintain and keep prepared required safety equipment (IFAKs, Survival Bags, etc) and emergency materials.
● Support in conducting field locations security assessments.
● Support the execution of emergency plans and ensure Project preparedness for the implementation.
● Support in coordination, tracking and threat assessments for international visits.
● Support in monitoring and analyzing the security context in Ukraine and preparing risk assessments.
● Support in conducting security briefings and trainings.
● Conduct Project headcounts and provide real-time alerts to the team.

As a Driver:

● Drive between Warsaw and Kyiv as needed.
● Ensure punctual and safe transport for RFA personnel to field locations, including municipalities near conflict zones (not the frontline).
● Maintain vehicle roadworthiness, cleanliness, and readiness for long-distance and emergency travel.
● Keep a logbook of mileage, fuel consumption, and travel records.
● Implement the RFA Team’s evacuation plan in coordination with security protocols.
● Conduct pre-departure checks (e.g., tires, lights, brakes, fuel, emergency kits etc.).

● Monitor road and checkpoint conditions and propose alternate safe routes when needed.
● Maintain compliance with curfews, movement restrictions, and military road use protocols.

Required Qualifications: Experience and Skills:

● Minimum 3 years of driving experience, preferably in humanitarian, military, or emergency contexts.
● Proven experience in security-related roles or responsibilities.
● Legal ability to travel outside Ukraine under martial law.
● Familiarity with Ukrainian military and checkpoint procedures.
● Prior experience working in conflict-affected or high-risk areas is strongly preferred.
● Confident Microsoft Office user.
● First Aid training; ability to provide emergency medical response.
● Strong navigation, planning, and problem-solving skills.
● Excellent communication and situational awareness.
● Basic vehicle maintenance and troubleshooting skills.
● Fluency in Ukrainian required; working knowledge of English is an asset.
● Ability to work independently, remain calm under pressure, and exercise sound judgment.
