Advisor on Gender Alliance Secretariat (full-time, Kyiv)

The Advisor will be hosted by the project “Job Connect”, which is part of GIZ’s Sustainable Economic Development Cluster.
The Ukrainian and German governments, together with UN Women, established the Alliance for Gender-Responsive and Inclusive Recovery for Ukraine, launched at the Ukraine Recovery Conference (URC) 2024 in Berlin. With more than 100 members – spanning governments, international organisations, civil society, and the business community – the Alliance works to advance gender equality and women’s empowerment in Ukraine’s recovery. It operates in close coordination with the Ukrainian Platform for Gender Mainstreaming and Inclusive Recovery, its Civil Society Consultative Panel, and the Sectoral Working Group on Gender Equality.
“Job Connect” supports the Ukrainian Ministry of Economy, Environment and Agriculture (MoEEA), the Ministry of Social Policy, Family and Unity (MoSPFU), and the State Employment Service (SES) in developing an integrated, digital, and data-driven labour market approach in line with EU standards.
Key responsibilities:
- Managing Gender Alliance’s Secretariat (comprised of one more staff member) in close cooperation with the Alliance’s coordinating body (“Core Group”)
- Supporting the implementation of the Gender Alliance’s work plan
- Supporting the Core Group (e.g., organizing regular coordination meetings, creating status reports or talking points)
- Coordinate Alliance-internal knowledge management
- Representing the Secretariat vis a vis the German Embassy and German Federal Ministry of Economic Cooperation and Development (BMZ)
- Coordinating activities and exchanges on behalf of BMZ and the Ukrainian Government’s national equal opportunity officer
- Conceptualizing and preparing conferences and events: e.g. identifying relevant discussion topics, participants, and speakers, as well as assuming administrative and logistical responsibility
- Network management and outreach activities in the field of gender-responsive and inclusive recovery: such as think tanks, civil society organizations, business associations, German and international implementing organizations, international financial institutions, Government of Ukraine
- Undertake business trips in Ukraine and/or abroad in accordance with the needs of the Programme
Required qualifications, professional experience and personal competences:
- University degree in International Relations, Political Science, Social or Economic Sciences, Conflict Studies, or another relevant field
- At least 8-10 years of work experience in Ukraine with a particular focus on cooperation with international donors. Experience with German development cooperation.
- In-depth knowledge in the field of gender-responsive and inclusive recovery, including relevant structures and actors in Ukraine. Prior experience with German development cooperation would be an advantage.
- Analytical thinking, ability to present complex issues concisely, and deliver high-quality work even under tight deadlines.
- Teamwork, social and intercultural competence, organizational skills, strong communication abilities, high political sensitivity, and ability to collaborate and network at national and international levels.
- Prior experience in the organization of workshops and events both in-person and virtual.
- Excellent working knowledge of ITC technologies (Microsoft 365 platform).
- Business fluent in Ukrainian and English (verbal and written); command of German would be an advantage.
- Readiness for business travels in Ukraine and abroad.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration is until December 2026 with the possibility of prolongation.
