About the Organization

Camino is a newly established public organization founded as the local partner of Water Mission International, which has been operating in Ukraine since the onset of the Russia–Ukraine war in 2022. Our mission is to empower communities by improving access to essential WASH, protection, and energy services, fostering resilience, dignity, and self-sufficiency.

As part of our expanding portfolio, Camino is implementing projects in close partnership with UNICEF and the Ministry for Development of Communities and Territories of Ukraine, supporting national systems, contributing to WASH sector modernization, and strengthening long-term service sustainability.

In connection with this partnership, we are currently recruiting qualified specialists for the following position.

Background

Ukraine’s the water supply and sanitation (WSS) sector requires US$11.3 billion for recovery in 2025–2035, with 8.5 million people needing essential services. Significant modernization and alignment with EU standards are necessary, yet the Ministry currently lacks the staffing and technical capacity to drive these reforms.

To address this, a dedicated team of experts is urgently needed to build a modern, efficient, sustainable WSS system grounded in corporate governance, EU compliance, and high-quality, accessible services.

Purpose of the Reform Office

The Reform Office will develop and implement a new WSS sector concept to ensure enterprise sustainability, institutional efficiency, and environmental safety through coordinated action among the state, communities, and international partners.

Key Objectives

• Develop a strategic WSS Reform Concept through 2030.
• Advance corporatization of water utilities to improve efficiency and transparency.
• Propose a regionalization model to optimize resources and enhance service quality.
• Design an economically justified tariff policy ensuring stability and affordability.
• Prepare a reform roadmap aligned with EU directives and standards.
• Coordinate stakeholders and facilitate effective dialogue between government, communities, utilities, and donors.
• Organize capacity building and professional training for WSS personnel.
• Establish a Project Management Group to support regions in preparing recovery and development projects.
• Provide recommendations on energy management, audits, and monitoring of energy use.
• Support the development of public investment projects (WWTP reconstruction, water intakes, network renewal, automation, etc.).

Job Summary: 

The Investment and Finance Manager will lead the Office’s expert unit responsible for tariff policy, financial sustainability, and investment mobilization for the recovery and modernization of Ukraine’s water supply and sanitation sector. The Manager will develop and implement strategies to ensure economically sustainable operations of water utilities, harmonize tariff systems with EU requirements, and facilitate financing for infrastructure rehabilitation and modernization projects, including through public-private partnerships (PPP). 

The position requires a finance and investment professional with strong analytical, planning, and stakeholder coordination skills. The Investment and Finance Manager will support municipalities and water utilities in preparing economically and socially justified project proposals, mobilizing both public and private funding, and ensuring effective allocation of financial resources for energy-efficient and resilient water infrastructure projects. 

Essential Duties and Responsibilities: 

• Lead the expert unit on tariff policy and financial sustainability, ensuring alignment with EU requirements and national priorities 

• Develop, implement, and monitor tariff policies to ensure financial stability and operational efficiency of water utilities 

• Analyze financial sustainability of water sector enterprises and provide recommendations for improving revenue generation, cost recovery, and investment planning 

• Design and propose mechanisms for subsidies, public-private partnerships (PPP), and other financial instruments to support infrastructure recovery and modernization 

• Support municipalities and water utilities in preparing investment-ready project proposals with detailed economic, technical, and social justification 

• Monitor and ensure compliance of investment projects with EU and international financial, environmental, and technical standards 

• Provide guidance on project financing, risk assessment, and financial reporting to local authorities, water utilities, and project teams 

• Prepare analytical reports, financial briefs, and recommendations to support strategic decision-making by the Office and the Ministry 

• Promote energy efficiency, green transition initiatives, and sustainable financing models within water sector projects 

Deliverables  

While implementing assigned tasks, the Investment and Finance Manager will provide 

• Fully operational Investment and Finance unit with defined structure, roles, and internal procedures 

• Financial management framework ensuring accountability, transparency, and performance of the unit and affiliated projects 

• Tariff policy and financial sustainability strategy for the water supply and sanitation (WSS) sector aligned with EU standards 

• Mechanisms for subsidies, public-private partnerships (PPP), and other investment instruments to support infrastructure modernization 

• Developed and submitted at least three PPP-based or investment-ready project proposals for WSS enterprises with detailed economic and social justification 

• Guidelines, toolkits, and capacity-building programs for municipalities and water utilities on financial planning, tariff implementation, and investment preparation 

• Mobilization of investment resources from public, private, and donor partners to support infrastructure recovery and modernization 

• Analytical briefs and financial reports summarizing investment performance, funding gaps, and sectoral financial sustainability 

• Monitoring and evaluation system to track financial performance, project compliance, and investment outcomes 

• Periodic reporting to the Head of the Office, Ministry, and development partners on progress, challenges, and recommendations for financial and investment management 

Qualifications: 

Education:  

• Higher education in the fields: Finance, Investment Management, Financial Analysis, Economics, Public Administration, Accounting, Business Management, Water Resources Management, or another relevant field 

Professional experience: 

• At least 7–10 years of progressively responsible experience in finance, investment management, or economic planning, preferably in public sector or infrastructure projects 

• Demonstrated experience in financial management, budgeting, and investment planning for large-scale infrastructure or utility enterprises 

• Experience in tariff policy development, financial sustainability analysis, or regulatory frameworks for water utilities or public services 

• Proven track record in mobilizing domestic and international funding, including donor support, public-private partnerships (PPP), or IFI-backed projects 

• Experience working with government institutions, municipalities, and international development partners 

• Experience in post-crisis, recovery, or sector reform contexts is a strong advantage 

• Solid knowledge of EU financial standards, reporting, and investment compliance requirements 

Skills and competencies: 

• Strong financial analysis, budgeting, and investment appraisal skills, including the ability to assess economic feasibility and social impact of projects 

• Expertise in tariff policy, financial sustainability, and regulatory compliance for water utilities or public infrastructure 

• Proven ability to mobilize and manage funding from diverse sources, including IFIs, donors, and private sector partners 

• Excellent strategic planning, problem-solving, and decision-making skills in complex, multi-stakeholder environments 

• High level of accountability, attention to detail, and ability to deliver results under tight deadlines 

• Strong interpersonal, negotiation, and communication skills, capable of representing the Office in meetings with government authorities, donors, and international partners 

• Ability to lead and coordinate multidisciplinary teams, fostering collaboration, performance, and professional development 

• Proficiency in MS Office (Word, Excel, PowerPoint) and financial management software; familiarity with data visualization and reporting tools is an asset 

• Knowledge of EU investment and reporting standards, including environmental, social, and governance (ESG) considerations, is desirable 

• Capacity to work independently and in a team, managing multiple priorities while ensuring high-quality outputs 

Language (s):  

• Excellent English and Ukrainian writing, communication and presentation skills are required. 

Working Conditions: 

• This position will be based in Kyiv 

• Travel to program areas is required, sometimes to remote and challenging environments. 

Physical Requirements: 

• Ability to work in physically demanding conditions, if required by the context. 

• Ability to travel frequently and for extended periods.

Менеджер з інвестицій та фінансів очолюватиме експертну групу Офісу реформ, відповідальну за тарифну політику, фінансову стійкість та мобілізацію інвестицій для відновлення та модернізації сектору водопостачання та водовідведення в Україні. Менеджер розроблятиме та впроваджуватиме стратегії для забезпечення економічно стійкої діяльності водопостачальних підприємств, гармонізації тарифних систем з вимогами ЄС та сприяння фінансуванню проектів відновлення та модернізації інфраструктури, зокрема через державно-приватне партнерство (ДПП).

На цю посаду потрібен фахівець з фінансів та інвестицій, який володіє сильними аналітичними, плановими навичками та навичками координації зацікавлених сторін. Менеджер з інвестицій та фінансів буде підтримувати муніципалітети та водопостачальні підприємства у підготовці економічно та соціально обґрунтованих проектних пропозицій, мобілізації як державного, так і приватного фінансування, а також забезпеченні ефективного розподілу фінансових ресурсів для енергоефективних та стійких проектів у сфері водопостачання.

Основні обов’язки та відповідальність:

• Керівництво експертною групою з питань тарифної політики та фінансової стійкості, забезпечення відповідності вимогам ЄС та національним пріоритетам
• Розробка, впровадження та моніторинг тарифної політики для забезпечення фінансової стабільності та операційної ефективності підприємств водопостачання
• Аналіз фінансової стійкості підприємств водогосподарського сектору та надання рекомендацій щодо поліпшення генерування доходів, відшкодування витрат та планування інвестицій
• Розробка та пропозиція механізмів субсидування, державно-приватного партнерства (ДПП) та інших фінансових інструментів для підтримки відновлення та модернізації інфраструктури
• Надання підтримки муніципалітетам та водопостачальним підприємствам у підготовці готових до інвестування проектних пропозицій з детальним економічним, технічним та соціальним обґрунтуванням
• Моніторинг та забезпечення відповідності інвестиційних проектів фінансовим, екологічним та технічним стандартам ЄС та міжнародним стандартам
• Надання рекомендацій щодо фінансування проектів, оцінки ризиків та фінансової звітності місцевим органам влади, водопостачальним підприємствам та проектним командам
• Підготовка аналітичних звітів, фінансових звітів та рекомендацій для підтримки стратегічного прийняття рішень Управлінням та Міністерством
• Сприяння енергоефективності, ініціативам зеленого переходу та стійким моделям фінансування в рамках проектів у секторі водопостачання.

Очікувані результати роботи:

• Під час виконання доручених завдань менеджер з інвестицій та фінансів забезпечить:
• Повноцінну роботу підрозділу з інвестицій та фінансів із чітко визначеною структурою, ролями та внутрішніми процедурами.
• Систему фінансового управління, що забезпечує підзвітність, прозорість та ефективність роботи підрозділу та пов’язаних проектів.
• Тарифну політику та стратегію фінансової стійкості для сектору водопостачання та водовідведення (ВВВ), що відповідає стандартам ЄС.
• Механізми субсидування, державно-приватного партнерства (ДПП) та інші інвестиційні інструменти для підтримки модернізації інфраструктури
• Розробка та подання щонайменше трьох пропозицій щодо проектів на основі ДПП або готових до інвестування проектів для підприємств ВСГ з докладним економічним та соціальним обґрунтуванням
• Керівні принципи, набори інструментів та програми з нарощування потенціалу для муніципалітетів та водопостачальних підприємств з питань фінансового планування, впровадження тарифів та підготовки інвестицій
• Мобілізація інвестиційних ресурсів від державних, приватних та донорських партнерів для підтримки відновлення та модернізації інфраструктури
• Аналітичні звіти та фінансові звіти, що підсумовують результати інвестицій, прогалини у фінансуванні та фінансову стійкість сектору
• Система моніторингу та оцінки для відстеження фінансових показників, відповідності проектів та результатів інвестицій
• Періодична звітність перед керівником відомства, міністерством та партнерами з розвитку про прогрес, виклики та рекомендації щодо управління фінансами та інвестиціями

Кваліфікація:

Освіта:

• Вища освіта в таких галузях: фінанси, управління інвестиціями, фінансовий аналіз, економіка, державне управління, бухгалтерський облік, управління бізнесом, управління водними ресурсами або інша відповідна галузь.

Професійний досвід:

• Щонайменше 7–10 років досвіду роботи на посадах з поступовим збільшенням відповідальності у сфері фінансів, управління інвестиціями або економічного планування, бажано в державному секторі або в проектах інфраструктури
• Досвід роботи у сфері фінансового управління, бюджетування та інвестиційного планування для великих інфраструктурних або комунальних підприємств
• Досвід у розробці тарифної політики, аналізі фінансової стійкості або регуляторних рамках для водопостачальних або комунальних підприємств
• Підтверджений досвід у залученні внутрішнього та міжнародного фінансування, включаючи підтримку донорів, державно-приватні партнерства (ДПП) або проекти, що підтримуються міжнародними фінансовими інститутами
• Досвід роботи з урядовими установами, муніципалітетами та міжнародними партнерами з розвитку
• Досвід роботи в умовах післякризового відновлення або реформування сектору є значною перевагою
• Глибокі знання фінансових стандартів ЄС, вимог до звітності та інвестиційної відповідності

Навички та компетенції:

• Сильні навички фінансового аналізу, бюджетування та оцінки інвестицій, включаючи здатність оцінювати економічну доцільність та соціальний вплив проектів
• Експертні знання в галузі тарифної політики, фінансової стійкості та дотримання нормативних вимог для підприємств водопостачання або громадської інфраструктури
• Доведена здатність мобілізувати та управляти фінансуванням з різних джерел, включаючи міжнародні фінансові інститути, донорів та партнерів з приватного сектору
