The Program Summary

Mercy Corps’ Ukraine crisis response seeks to meet the humanitarian needs of vulnerable Ukrainians and other conflict-affected people in Ukraine. Ukraine’s vital agricultural sector has been heavily impacted by the ongoing war, including for the predominant smallholder producers, leaving producers to salvage harvests, find new markets for their products, and plan for future growing seasons amidst uncertainty and incomplete information.

Since November 2023, with support from the Howard G. Buffett Foundation (HGBF), Mercy Corps has been implementing the “Ukraine Agricultural Support Program” (UASP), which aims to recover and protect livelihoods, increase economic stability and self-sufficiency, and facilitate early recovery for household-level subsistence farmers, small farming businesses and medium farming enterprises in targeted areas in Ukraine. Support includes grants to farmers designed to support them in adapting their agribusinesses to the new reality they face. Therefore, Mercy Corps helps to increase economic stability and self-sufficiency, and facilitate early recovery for smallholder subsistence farmers and small and medium sized farming enterprises in 13 oblasts of Ukraine, out of which 8 eastern and southern oblasts (Sumy, Chernihiv, Kharkiv, Donetsk, Zaporizhzhia, Dnipro, Mykolaiv and Kherson) are priority areas. In parallel, Mercy Corps empowers women farmers affected by the war by providing them with targeted consultancy support, access to agricultural knowledge, and financial capital, enabling them to adopt innovative farming techniques, enhance productivity and income, and build their resilience against current and future shocks.

The Position

Communication Specialist within the communications team of the Ministry of Economy, Environment, and Agriculture, responsible for providing professional communication support to the Ministry’s leadership (Deputy Minister). Under the direct supervision of the UASP Senior Agriculture Advisor, Specialist will be responsible for supporting the Ministry of Economy, Environment and Agriculture of Ukraine (MEEA) in strengthening its communication efforts and public outreach. The Specialist will be seconded by Mercy Corps to the MEEA and in addition to the primary tasks will contribute to the development and implementation of effective communication strategies that promote transparency, stakeholder engagement, and awareness of key agricultural reforms and initiatives. He/She will be responsible for preparing and disseminating information and multimedia materials – including press releases, articles, infographics, videos, and social media content – to communicate the Ministry’s priorities and achievements to both domestic and international audiences. The Specialist will also assist in maintaining and updating the Ministry’s online communication channels, ensuring consistent messaging and alignment with the overall communication goals of UASP and Mercy Corps. In addition, the Specialist will provide capacity strengthening support to MEEA staff to enhance institutional communication skills and practices. The Communication Specialist will work closely with both the Ministry’s communication team and the Mercy Corps Communications Unit where needed to ensure coherence, visibility, and adherence to Mercy Corps’ values and branding standards, fostering a collaborative and positive working environment.

He/She at the same time should promote Mercy Corps values through various entry points in the project and preserve staff moral and enthusiasm for the project work.

Essential Responsibilities
  • Support the Ministry in the development and implementation of effective communication strategies to promote transparency, stakeholder engagement, and awareness of agricultural sector priorities and reforms.
  • Preparation of communication materials: press releases, official statements, analytical reports, media comments, etc.
  • Collect, organize, and develop talking points for interviews with the Deputy Minister and senior leadership of the Ministry, based on analytical materials and background notes; independently coordinate with relevant departments and other engaged teams.
  • Monitor and analyze media coverage related to the Ministry or Deputy Ministers; identify potential reputational risks and draft appropriate communication responses.
  • Track plans, initiatives, and public activities of the Ministry and its leadership, ensuring timely communication of relevant information to the communications team.
  • Attend meetings involving the Ministry’s leadership to support communication planning and coordination of key messages.
  • Recommend communication formats and coverage strategies — ranging from press releases and opinion pieces to visual materials and social media content — tailored to specific information occasions.
  • Plan, coordinate, and execute the Ministry’s public communications in alignment with its strategic goals and priorities.
  • Maintaining personal pages of relevant Ministries’ staff on social media.
  • Managing an agricultural team within the Ministry (designers, communications specialists, etc.)
  • Attending meetings with the Deputy Minister, including business trips.
  • ⁠⁠Independent communication with relevant departments and other teams involved in the Ministry.
  • Perform other duties as assigned by management within the scope of the position.
  • ⁠⁠Adhere to all MC policies and procedures as outlined in MC policies and procedure manuals.
  • Conduct themselves both professionally and personally in such a manner as to bring credit to Mercy Corps and to not jeopardize its humanitarian mission.
 Safeguarding responsibilities 
  • Actively learn about safeguarding and integrates it into their work, including safeguarding risks and mitigations related to their area of work.
  • Practice the values of Mercy Corps including respecting the dignity and well-being of participants and fellow team members.
  • Encourage openness and communication in their team; encourage team members to submit reports if they have any concerns using reporting mechanisms, e.g., Integrity Hotline and other options.

Accountability

Reports Directly To: UASP Senior Agriculture Advisor

Works Directly With: Ukraine Agricultural Support Program (UASP) implementation team

Additional accountability: Has two lines of reporting — to the Deputy Minister and the Ministry’s press service

Accountability to Participants and Stakeholders

Mercy Corps team members are expected to support all efforts toward accountability, specifically to our program participants, community partners, other stakeholders, and to international standards guiding international relief and development work. We are committed to actively engaging communities as equal partners in the design, monitoring and evaluation of our field projects.

Minimum Qualification & Transferable Skills
  • Higher education in journalism, public communications, public relations, or political science.
  • Strong understanding of the principles of government communications and media relations.
  • Experience working with government institutions, international organizations, media outlets, or analytical centers (preferred).
  • Proven track record of successful content creation, including writing, editing, and multimedia content production (portfolio is optional).
  • Experience in social media management and digital communications.
  • Proficiency in using Microsoft Office Suite (Word, Excel, PowerPoint).
  • Excellent command of the Ukrainian language, both written and spoken.
  • English language proficiency at a level not lower than B2.
  • Good knowledge of agriculture sector in Ukraine and current needs.

Success Factors

To be successful in this role we expect you to have: meticulous attention to detail, robust analytical skills, and effective communication and collaboration with stakeholders. Strong multi-tasking, organizational, prioritization skills are necessary. Accuracy and attention to details are necessary; a comprehensive understanding of the needs of agriculture sector in Ukraine in the current crisis and possible solutions. Proven experience in agriculture, livelihoods, economic recovery and resilience programming.

During the field trips living conditions will be adjusted to the field conditions.
