IREX Ukraine seeks an experienced Data Analyst for the Ukraine Veteran Rehabilitation and Reintegration (UVRR) Program, Ukraine Rapid Response Fund (URRF) and Voices in Action 2.0, funded by Department of State and implemented by IREX. Within UVRR program IREX collaborates with veterans, veteran-serving organizations, and the Ukrainian Ministry of Veterans Affairs to provide services and support that enable veterans and their families to reintegrate into their communities, build stable livelihoods, and contribute to Ukraine’s stabilization and reconstruction. URRF program was established to meet urgent needs and strengthen the resilience of Ukraine’s government, civil society, and civilian population in response to Russia’s full-scale invasion.

Working under the supervision of Senior MEL Manager, the Data Analyst will conduct data analysis of program data and research findings, ensuring accuracy, consistency, and meaningful interpretation of results. S/he will draft analytical reports and contribute to internal research products. S/he will lead and support the design and implementation of quantitative and qualitative research methodologies, including the development of relevant tools such as surveys and interview guides. The position will also involve developing and maintaining data collection flows to ensure data integrity and validity at the output and outcome levels. In collaboration with the Senior MEL Manager and other team members, the Data Analyst will seek opportunities to streamline data-related processes, increase efficiency in performance monitoring, and enhance the use of evidence for decision-making. S/he will regularly review and monitor data collection processes, perform data quality assessments, and recommend adjustments as needed.

Your Background & Skills:

Experience

  • Bachelor’s Degree in statistics, demographics, IT, sociology, economics, education, or a related field.
  • Minimum of 3+ years of data analysis, research and/or monitoring and evaluation experience in areas of social, humanitarian or development programs, experience of work for an international NGO is a plus; experience working on programs focused on veterans, IDPs and government officials preferred.
  • May require additional experience in a specific region and/or subject matter.
  • Very good command of English Language and Ukrainian is required.

Skills

  • Very good command of English Language and Ukrainian is required.
  • Knowledge and practical experience in data analysis and research (e.g. qualitative, quantitative, mixed method, and impact identification). Knowledge of multivariate data analysis is a plus.
  • Experience in analytical reports writing.
  • Advanced knowledge of MS Office applications.
  • Advanced user of SPSS, R, Stata or similar applications.
  • Experience in planning and managing surveys, including the development of data collection tools from scratch.
  • Experience outsourcing and overseeing evaluations/surveys that are conducted by external vendors and managing communications with them.
  • Ability to manage multiple projects simultaneously under tight deadlines.
  • Demonstrated commitment to creating a learning environment within a program.
  • Must demonstrate valid proof of unrestricted work authorization in Ukraine.

Your Daily Tasks:

  • Conduct data analysis of program data and research.
  • Draft analytical reports for internal research using statistical software tools (SPSS/R), MS Excel, PowerPoint, or other similar applications.
  • Support design of quantitative or qualitative research methodologies, including relevant tools development (questionnaires, in-depth interviews/FGs scripts).
  • Development of data collection flows to ensure data integrity and validity on the output and outcome levels.
  • Identify opportunities to streamline processes and increase efficiency in gathering and using performance information to maximize program impact and development.
  • Regularly control and review data collection processes, perform data quality assessments, and make adjustments as needed.
  • Secure storage of databases and other related materials and resources.
  • Provide input, information, and statistics for quarterly program reports to the donor.
  • Support Sr. MEL Manager in drafting relevant monitoring and evaluation reporting narratives/presentations as required.
  • Working with designers on data visualization and presentation materials.
  • Manage evaluation contracts and agreements with outside vendors:
  • draft request for proposal (RFPs);
  • develop scope of work (SoWs);
  • maintain supervision and lead communication.
  • Travel as needed and as security allows to program implementation sites.
  • Other duties as assigned.

This position is based on-site in Kyiv, with partial eligibility for remote work.
