Вакансія: Construction Sector Advisor
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “EU4Reconstruction: Citizen-oriented reform and regulation for rebuilding Ukraine” to fill the position:
Construction Sector Advisor (full-time, Kyiv)

The multi-Donor Action “EU4Reconstruction: Citizen-oriented reform and regulation for rebuilding Ukraine” is jointly co-financed by the European Union, the German Federal Ministry for Economic Cooperation and Development and the French Ministry for Europe and Foreign Affairs and implemented by GIZ and EF.
The Overall Objective of the Action is “The nationwide reconstruction in Ukraine is effective, accountable and transparent.”
The Specific Objective (outcome) of the Action is “The Ukrainian government is increasingly able to implement inclusive reconstruction, building on a modern construction framework and a public investment management system sensitive to the needs of different levels of government.”
Outputs relating to the achievement of the specific objective are as follows:
Output 1: The Ministry for Communities and Territories Development (MCTD) has increased capacity to provide improved reform leadership, high-level advice, and effective coordination, driving aligned and accountable reconstruction efforts.
Output 2: Capable medium-sized municipalities have the capacity to develop and manage their reconstruction investments in an efficient and transparent manner and take specific action to empower women in local reconstruction.
Output 3: Reforms in the construction sector are effectively developed, coordinated, and implemented in alignment with the EU acquis.
Output 4: Citizens, media and CSOs play an enhanced role in infrastructure reconstruction oversight, ensuring greater transparency, accountability, and inclusivity in planning and implementation processes.
The implementation of activities is based on the following principles: 1) Aiming for the systemic change which will bring about a practicable, transparent, and inclusive architecture for reconstruction, 2) taking a longer-term development perspective in the context of EU accession, 3) with local self-government, aiming for depth rather than breadth, and therefore working with “lighthouse” hromadas, 4) coordinating systematically with EU4Reconstruction other stream as well as with other initiatives to avoid duplication and build synergies (e.g. to ensure breadth at local level).
General tasks and responsibilities:
The Advisor
- Contributes to planning, management and implementation of Project activities related to construction sector reform in Ukraine.
- Liaises with stakeholders: central executive bodies, regional and local authorities; as well as with implementing partners and national and international experts.
- Maintains a good flow of communication and information between all involved counterparts.
- Identifies the needs for external expertise and consultancy support in the field of construction reform in Ukraine. This involves preparation of terms of reference, and inputs for contracts.
- Contributes to the preparation and implementation of events.
- Participates in meetings and working groups.
- Contributes to Project monitoring and evaluation (M&E) and data management.
- Provides inputs to reports, briefings, presentations in English and Ukrainian.
Specific tasks:
The Advisor
- Сoordinates (incl. contribution to planning, implementation and monitoring) activities of the Project related to construction sector reform in Ukraine.
- Proactively advises the Project on сonstruction sphere in Ukraine. This might include construction standards, pricing, access to market, but not limited to it.
- Ensures quality of deliverables prepared by the Project in the field of construction sector reform in Ukraine (this includes checking analytical materials, policy & legislative recommendations, etc.).
- Provides advice to the Project and Project partners when it comes to construction sector reform in Ukraine.
- Coordinates cooperation with implementing partners and/or international and national experts. This includes regular communication, reports’ checking, and providing proactive advice on their work progress.
- Monitors, collects & analyses information relevant to policy and legislative developments in the construction sector in Ukraine; prepares briefing notes and reports.
Required qualifications, competences and experience:
Qualification
- MA/specialist degree in civil engineering, architecture or construction management, construction procurement.
Professional experience
- 5 years of work experience in dealing with a construction sector in Ukraine. This experience could include design documentation development and supervision of construction projects’ implementation, аnalysis of construction sphere legislation and its application.
- 2 years of work experience in cooperating with governmental stakeholders (at the national and local levels) in the field of construction in Ukraine.
- 2 years of work experience at/with internationally funded projects or international organisations dealing with construction sector in Ukraine.
- Sound knowledge of construction sector in Ukraine, including regulatory environment and its practical application.
- Research and analytical experience in the field of construction in Ukraine.
Other qualifications
- Strong project administration and management skills.
- Excellent written and verbal Ukrainian (C2), high command of written and verbal English language (C1).
- Strong communication, presentation, organisational and negotiation skills.
- Strong knowledge of IT technologies and computer applications (e.g. MS Office, AutoCAD, etc.).
- Knowledge and/or interest in developing knowledge of AI tools applicable to construction sphere.
- Readiness for occasional business trips within Ukraine, in compliance to the current GIZ travel policy.
- Diligence and responsible work ethic.
- Readiness to take on responsibility and a corresponding sense for responsibility
- Ability to work under challenging conditions and tight deadlines, flexible and able to work with people of different professional and cultural backgrounds.

Employment conditions
Full-time position with 40-hours working week. The assignment starts as soon as possible. Place of duty: Kyiv. The contract duration is 1 year with a possibility of extension.
