Position Summary
Momentum Wheels for Humanity (MWH) seeks a Ukraine Operations Manager to provide operational oversight for MWH’s portfolio of projects in Ukraine, including the anticipated five-year USAID Rehabilitation for Ukraine (Rehab4U) Activity. The Operations Manager will manage country operations and provide oversight for organizational and project-based procurement, logistics, travel, facilities, and inventory. The Operations Manager will supervise security, logistics, and procurement staff and ensure that program and country operations are implemented in accordance with donor regulations, local law, and MWH policies and procedures.
Applicants must be willing and able to work in Kyiv, Ukraine. This is full-time position.

Expected Duties and Responsibilities
The Ukraine Operations Manager will be responsible for the following:
1. Office & Administration Management
- Oversee daily office operations and ensure a safe, efficient, and well-functioning work environment.
- Manage office leases, utilities, maintenance contracts, service providers, and supplies.
- Maintain asset and inventory management systems, ensuring regular updates and compliant recordkeeping.
- Oversee logistics, fleet management, travel coordination, and event support.
- Supervise the Office Manager/Driver in Kyiv office.
2. Procurement & Supply Chain
- Lead the start-to-end procurement process, ensuring timely and compliant acquisition of goods and services.
- Develop and maintain procurement plans aligned with program needs and donor requirements.
- Maintain vendor databases, conduct market assessments, manage competitive bidding, and negotiate contracts.
- Ensure transparency, documentation, and adherence to local and the U.S. Department of State and MWH procurement regulations.
- Supervise 3 procurement officers.
3. Information Technology Coordination
- Liaise with IT services in the Head Office and local providers to ensure reliable hardware, software, network systems, and cybersecurity standards.
- Oversee IT asset management and equipment lifecycle.
- Coordinate user support, troubleshoot common issues, and ensure staff have adequate IT tools and training.
- Support implementation of organizational IT policies and data protection requirements.
4. Compliance, Risk Management & Reporting
- Ensure all operational functions comply with organizational policies, donor regulations, and legal requirements.
- Support audits, risk assessments, and implementation of corrective actions.
- Prepare operational reports, procurement trackers, asset registers, and HR dashboards for management.
- Contribute to safety protocols, and business continuity planning.
- Manage inventory tracking and reporting, inclusive of donor-required inventory reports.
Minimum Qualifications and Experience
- Bachelor’s degree in relevant field, such as international relations/development, social science, business administration, or global health;
- At least 6 years of relevant work experience supporting project-based operational functions, with at least 3 of experience managing a team, preferably within the international development context in Ukraine;
- Prior experience supporting program operations on international donor-funded international programs;
- Prior experience managing office operations, procurement, and logistics with staff supervision responsibilities;
- Familiarity with local Ukrainian operational best practices, and U.S. Government funded regulations for assistance awards;
- Detail-oriented with excellent organizational and prioritization skills;
- Ability to set clear goals and manage progress toward them;
- Strong administrative, organizational, and written and verbal communication skills;
- Excellent computer skills with proficiency in Microsoft Office and Outlook, and knowledge management platforms such as Dropbox or Box; and
- Written and spoken fluency in Ukrainian and English.
