Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is looking for a qualified professional for the programme “U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme Phase III” to fill the position of the:

Junior Anti-corruption Advisor (full-time, Kyiv)

(internal SAP code: Junior Advisor)

“U-LEAD with Europe: Ukraine – Local Empowerment, Accountability and Development Programme” is a multi-donor action of the European Union and its member states Germany, Denmark, Poland and Slovenia which supports the efforts of the Ukrainian government in the area of decentralisation and regional development, as a top priority on its political agenda.

Building new and strong Ukraine with the atmosphere of integrity and transparency is among the priorities of Ukrainian Government.

Upcoming international investments and Ukraine’s further course towards EU membership require transparent distribution mechanisms both on national and local levels. The massive financial support envisaged for reconstruction intends to support the country to build itself back better and to introduce reforms in rule of law, anti-corruption and anti-fraud, as well as good local governance that further constitute essential conditions of EU membership.

The Programme is looking for the Junior Anti-corruption Advisor who will be responsible for the following:

Responsibilities:

  • Supporting the team leader in overall management and implementation of agreed anti-corruption and capacity development activities including in the context of decentralization reform in Ukraine.
  • Supports the design, preparation, implementation (online and offline) of meetings, workshops, seminars, conferences, and other events implemented in frames of the project, as well as local and international study trips.
  • Contributes to the overall knowledge and data management; systematically files and maintains document management in accordance with GIZ standards.
  • Drafts routine correspondence, general briefing notes, documents, translations, minutes of meetings, concept notes, analytical pieces, reports, social media posts, etc, when requested.
  • Produces timely contributions to monitoring and reporting, and other knowledge products of U-LEAD with Europe.
  • Communicates and collaborates with other departments of U-LEAD when necessary.
  • Occasionally performs EN-UA and UA-EN translation orally and in writing.
  • Provides comprehensive assistance to the team leader and the team aiming for the successful project implementation.
  • Other tasks at the request of the manager.

Required qualifications, competences and experience:

  • At least Bachelor’s Degree in the field of law, public administration, political science, or other social sciences, or comparable degree qualification.
  • At least 1 year of professional experience in a comparable position.
  • Experience working in areas related to anti-corruption, decentralisation and local self-government is an asset.
  • Experience working with grants, local subsidies, service contracts and/ or in donor-funded projects is desirable.
  • Excellent language skills (written and oral) in Ukrainian and English are required, command of German is a plus.
  • Very good working knowledge of ITC technologies (related software, phone, email, the internet), social media platforms, and computer applications (e.g. MS Office/365).
  • Ability and willingness to travel within Ukraine and abroad.

Employment conditions

Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration is until 31.12.2027.
