Summary of Assigned Duties

Assessment Tracker

- Regularly collect and track planned, ongoing, and published/presented assessments, relevant to the humanitarian health response and integrate published reports, assessment tools, and datasets into the Health Cluster Assessment Tracker database.
– Analyse and summarize key findings in 100-200 words for each assessment and scoring qualitative assessments uploaded to the Assessment Tracker, at minimum summarizing 10 assessments per month starting with those reports most recently published. (Report on number of assessments encoded and summarised shared by the 5th of every month)
– Conduct a monthly 30 min training module on how to use the Assessment Tracker – how to conduct searches of the database and upload assessments through the ActivityInfo form (training package to include a PowerPoint presentation and update to the Standard Operating Procedures (SOP)).

Public Health Situation Analysis (PHSA)

- Support the development of the updates to the PHSA, integrating content updates, contributions from public health experts, and findings from assessments and reports (including, but not limited to, HeRAMS reports, Regional PHSAs, etc.) and coordinate analysis of the risk matrix and review of the November Update to the PHSA.
– PHSA to be published online in PDF and a searchable digital format, supported by IM team, by the 1st December 2023.

Assessment and Analysis Technical Working Group (AA TWG)

- Facilitate partner participation and collaboration through preparing and sharing meeting agendas, coordinating presenters, developing presentations, and disseminating updates and resources (AA TWG meetings are held ad hoc – currently biweekly); share assessments relevant to health partners shared at least weekly in the AA TWG Signal group)

Health Cluster Rapid Health Needs Assessments (RHNAs)

- Encourage partners to use Health Cluster standardized tools and support their use through training sessions and consults, as needed.

Other activities:

1. Update partners on planned, ongoing, and completed assessments for each national and sub-national Health Cluster, AA TWG, WHO Health Information pillar meetings.
2. Contribute to the Health Cluster’s workplan on a weekly basis.
3. Update the mapping of assessment questions from major assessments (e.g., MSNA) on a monthly basis.
4. Contribute to the technical reviews of programme plans, reports, proposals, and other documents relevant to the programme.Contribute to technical discussions with members of the Information Management team of the Health Cluster.
5. Collaborate with health partners, other clusters to ensure that humanitarian assistance is in line with international priorities.
6. Support assessment and analysis requests from the Health Cluster Coordinator.

Functional Knowledge and Skills

1) Public health information management, secondary health data review, and database management expertise; statistical analysis expertise desireable.
2) Good computer skills in MS Office.
3) Sound communication skills, ability to synthesize information in a clear and concise manner.
4) Ability to understand technical issues in the field of public health, as well as knowledge of research methods.
5) Good understanding of public health in emergency settings.
6) Understanding of the functioning of the Ukrainian health system.
7) Experience in international, national, and local public health stakeholder engagement.
8) Ability to work in a multi-disciplinary and cross-cutting team.
9) Excellent organizational skills combined with the ability to multi-task and produce accurate results.
10) Excellent interpersonal skills, diplomacy, tact and discretion, sound judgment and initiative.
11) Ability to work with tight deadlines.
12) Flexibility to adapt to unforeseen changes

Education Qualifications

Essential: Studies in Public health and/or health-related field.
Desirable: University degree in medicine.

Experience

Essential: Ukrainian national with at least 2 years of related experience in public health/humanitarian information management, data analysis, research, and/or communications.

Desirable: Knowledge of WHO mandate and goals or experience in UN Organizations, international institutions or NGOs is considered an asset.

Languages: Excellent knowledge of English and Ukrainian.
