USAID Transformation Communications Activity  

Job Title: Videographer for the Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry for Restoration)

Estimated Period of Performance/Level of Effort: Short-Term, 40 hours per week within 12 months (up to 260 days)

Background:

The Ministry for Communities, Territories and Infrastructure Development of Ukraine (Ministry for Restoration) is the central executive body whose activities are directed and coordinated by the Cabinet of Ministers of Ukraine. The Ministry’s primary responsibilities encompass the formulation and execution of state policy relating to various areas of regional development, housing and communal services, territorial organization of communities and population, and urban planning. It plays a crucial role in managing multimodal transportation and the protection of critical infrastructure within the sectors under its jurisdiction. Additional responsibilities include the development, construction, renovation, and modernization of infrastructure related to aviation, railway, sea, and inland water transport. Due to the full-scale Russian invasion, the Ministry is responsible for restoring regions, territories and infrastructure affected by the armed aggression of the Russian Federation against Ukraine. Considering the largest post-war recovery, the Ministry needs quality communication support to inform stakeholders about the restoration process, reimbursement state programs, tools for recovery for the general population, and other important information about the recovery process.

As such, TCA is seeking a short-term Videographer expert to be integrated into the Ministry for Restoration team to create different types of information materials (photos and videos) for various Ministry communication channels.

The expert will focus their assignment on strengthening the Ministry’s communication materials about the recovery process for the general Ukrainian audience, international partners, and other target groups.

Responsibilities

  • Conducting video and photo shoots in coordination with the communications team of the Ministry for Restoration.
  • Editing videos and photos, including color correction, retouching, and selecting the best materials.
  • Performing video editing tasks, such as choosing the best shots, editing videos, adding effects, animations, music, and voiceovers.
  • Participating in developing video content concepts with the Ministry’s communications team.

Reporting and TCA Support:

  • Plan working hours according to Ukrainian legislation and report on results to TCA weekly and monthly.
  • Provide written reports on a monthly and as-requested basis on the progress of their work within the Ministry.
  • Support USAID Transformation Communications Activity (TCA) in developing and strengthening established partnerships with the Ministry for Restoration.

Deliverables/Outcomes:  

  • High-quality, engaging, and persuasive visual communication materials effectively communicating the desired messages to the target audience.
  • Branding guidelines for the video products for the Ministry.
  • Best practices: videos and other visualization that help communicate complex information in an easily understandable way.
  • Developed recommendations on how to develop video products accessible to people with disabilities as well as inclusively for other marginalized groups.
  • Scheme of collaboration with other members of the creative team to ensure that video products are integrated seamlessly into the overall communication strategy of the Ministry.
  • Recommendations based on conducted research for staying up to date with industry trends to ensure that materials remain relevant and effective.
  • Final reports to the Ministry and TCA which includes best practices from implementation, lessons learned, and recommendations for the next several months following the end of the contract.

Requirements:

  • Experience: at least 3 years of experience in production video and photo products, preferably in a governmental, NGO or journalism sector.
  • A strong portfolio of previous work that demonstrates expertise in the field, creativity, and strategic thinking.
  • Languages: Fluency in written and oral Ukrainian and intermediate level of written English.
  • Professional skills in working with video cameras and photography equipment.
  • Experience organizing and conducting shootings of various formats (news, reports, social media content).
  • Proficiency in major video editing software.
  • Experience in aerial filming using drones.
  • Ability to conduct live broadcasts from event locations.
  • Ability to tell stories through video, articulate ideas effectively, and propose original approaches to creating video and photo materials.
