HEKS/EPER UKRAINE is looking WASH SPECIALIST in Odesa, Ukraine. Base in Odesa.

WASH specialist is responsible for the review of the design and planning, formulation, implementation, monitoring and evaluation and quality assurance of the WASH programme to ensure overall efficiency and effectiveness of the programme management, relevance and value of money of the investments, delivery and accomplishment of programme goals and objectives. He/she will oversee and provide technical support in the needs assessment, design, implementation and monitoring of appropriate WASH interventions in close cooperation with programme, MEAL and logistic teams.

Tasks and responsibilities

Programme delivery: He/She design, manage, evaluate and report on the delivery of HEKS WASH rehabilitation programme activities in their area of operation. Help develop internal WASH-related training and development of tools, guidelines, and standards to improve program quality.

Needs assessment: Assess the extent of stakeholders’ engagement in the delivery of WASH interventions, including Ukrainian communities. Propose modalities of work to minimise conflict related to water use by host communities and Internally Displaced People (IDPs). Develop WASH interventions based on the assessment results and outcomes from other HEKS-EPER activities in Ukraine. Contribute to and provide inputs on the work plan, required project reports, baseline data, tools and indicators for monitoring and evaluation, and collection/sharing of lessons learned;

Communication: He/She is the focal point between the organisation and the community. He/She assesses the needs and capacity of local actors, performs due diligenceance on potential partners or subcontractors, and builds a partnership. The WASH Specialist develops and maintains relationships and works closely with local WASH actors, including national and local government, private sector, community, NGOs, other donors, etc.

Safety & context: He/She assists with monitoring the context and reporting on a daily basis to their line management.

Supplies: He/She supports the establishment and running of supply pipelines. The WASH Specialist develops Procurement Requests and required technical specifications to procure goods or services according to HEKS-EPER procedures and guides. He/She participates in the work of evaluation committees to determine the best quality proposal for optimal price. The WASH Specialist works closely with all HEKS-EPER departments to ensure high quality and visibility of performed rehabilitation.

Oversight: He/She is responsible for managing the technical quality of HEKS’s WASH rehabilitation activities.

Representation: He/She should represent HEKS-EPER with partners, subcontractors, government, donors, and other stakeholders in a highly professional manner.

Reporting: Write background documents, briefs, presentations, reviews, landscape analyses, and data analysis on WASH, as needed.

• Follow and report on contextual developments
• Ensure HEKS-EPER WASH interventions meet Ukrainian laws and standards
