IREX office in Ukraine is seeking a qualified professional to fill the position of Senior Program Manager for its project Learn to Discern. The purpose of Learn to Discern project is to combat disinformation and divisive manipulation and distortion tactics by supporting Ukrainian secondary-school teachers and students in the development of critical information engagement skills and working with other institutions (higher ed, ministries, local government, and other stakeholders). This in turn leads to a greater appreciation for high-quality information, reducing the impact of inaccurate, Kremlin-backed narratives that seek to misinform and divide Ukrainian society. In addition, L2D offers numerous professional development opportunities to teachers, higher education instructors, and civil servants that assist them in engaging their students in new and innovative ways, increasing student buy-in to educational processes that build resilience, health, and wellbeing.

The Senior Program Manager will work under supervision of the Senior Project Director and will be responsible for the planning and implementation of program activities. The Senior Program Manager is responsible for overall management functions of deliverables and reporting to donors, local government relations, personnel, procurement and subgrantees, and other duties. The Senior Program Manager will contribute to the direction and supervision of areas in which the candidate possesses necessary technical background, qualifications, and interest in areas in which L2D works: education, government, media, media and information literacy, disinformation, IDP/refugee engagement, and others).

*Depending on changes in the war and security, IREX reserves the right to determine that the position will be based in Kyiv at a later date.

Specific duties include, but are not limited to, the following:

  • Provide technical and administrative leadership for program activities and ensure that objectives and targets are achieved;
  • Provide supervision to Program Officer, Program Coordinator, Program Associates/Assistants, Regional Coordinators, Program Manager, and other staff assigned;
  • Oversee, monitor, and administer day to day management of the program activities;
  • Draft reports and updates for the Donor
  • Oversee capacity of subgrantees to ensure timely delivery, compliance, and professionalism;
  • Work closely with the finance and administrative staff in IREX Ukraine office to ensure budget discipline and compliance;
  • Provide oversight on implementation of activities by program subgrantees and subcontractors as well as for procurement of services in accordance with IREX policies;
  • Track and analyze work-plan activity progress toward project objectives and/or track and analyze project indicator data;
  • Ensure security protocols are followed by the entire team and report on changes in security to home office.
  • Manage others who are organizing training events, workshops, conferences;
  • Maintain positive collaboration and interact regularly with government officials, civil society, opinion leaders, members of international community and other program stakeholders; this includes the Ministry of Culture and Information Policy of Ukraine (MCIP), Ministry of Digital Transformation (MoDT), and Ministry of Education and Science.
  • Contribute to new business development, play management role in proposed new project.
  • Work closely with IREX M&E staff to ensure program’s reporting of outputs;
  • Attend events and meetings relevant for the program and that help strengthen IREX’s visibility;
  • Represent IREX publicly and support its organizational development;
  • Travel to program implementation sites to monitor implementation;
  • Other duties assigned.

Qualifications:

  • At least 5 years’ experience in donor-funded civil-society programs;
  • At least 5 years’ management experience relevant to this position
  • Degree in international development, public administration, management, political science, communications and/or another relevant field is preferred;
  • Demonstrated success in maintaining excellent collaborations with partners organizations, and ability to establish productive relationships with government officials, opinion leaders, and citizen groups at national and local levels;
  • Background in one or more of the following: media literacy work or study, education reform, youth, media, or government is a strong advantage;
  • Demonstrated ability to facilitate dialogue and work constructively with a diverse range of actors and to accommodate divergent interests and agendas in a multi-cultural environment;
  • Excellent communications skills, including ability to make public presentations;
  • Proven leadership in supervising, designing, managing, and implementing, monitoring and evaluation of similar programs;
  • Familiarity with political, media and social issues in Ukraine;
  • Excellent interpersonal and organizational skills;
  • Strong command of spoken/written English and Ukrainian languages;
  • Ukrainian citizenship or residency with work authorization is required.
  • Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines;
  • Ability to frequently travel throughout Ukraine.
