The Canada-Ukraine Police Development Project (CUPDP) is a three-year initiative that runs from July 2019 to June 2022, with funding in the amount of $6.5 million from Global Affairs Canada. CUPDP supports ongoing reform of the Ukrainian police through the provision of advice, training and equipment to advance professional development, raising standards and enabling more robust community-oriented policing services. The project builds on the foundation and trust established by Alinea International with police authorities and international partners.

Context/Background

In responding to a request from the National Police of Ukraine (NPU), CUPDP plans to provide assistance for the implementation of the NPU’s Psychological Health Strategy. The peer-to-peer (P2P) Psychological Support Program (the P2P Program) is an integral part of the strategy. With the expansion of the P2P Program across Ukraine, CUPDP will provide support for training of new trainers and peer advisors of the program. It will focus on: (a) the creation and maintenance of a “community of practice” (COP) for the trainers/psychologist of the P2P program; and (b) the facilitation of planning, implementation and evaluation of a training program for new trainers and peer advisors. 

Position Summary

A Project Training Coordinator will be hired for the execution of the assigned duties and responsibilities from September 2021 to March 2022. He/she will serve as a part-time member of the project team based in Kyiv, Ukraine and will work both in office and remotely.

Indicative Duties and Responsibilities

As part of this assignment, the Project Training Coordinator will be responsible for

  1. arranging community of practice (COP) of P2P trainers, including:
  • establishing and maintaining an online knowledge exchange platform for current and prospective trainers/psychologists; and
  • planning and facilitating a series of online and in-person events/discussions amongst COP members;
  1. facilitating training events, including:
  • planning and delivery of training events – both online and in-person – of P2P trainers and peer advisors (including a data base of training events); and
  • providing input into the development and sharing of training and learning materials P2P trainers;
  1. analyzing and reporting, including:
  • analyzing needs in learning and upgrading qualification of P2P trainers and suggesting themes for their upgrading qualification on the basis of Canadian best practices; and
  • ensuring that the feedback from the participants of training events is collected, analyzed and reported.

Required Qualifications

In order to be considered for this position, the Project Training Coordinator should have a combination of the following skills and experience:

  • a university degree in psychology, law or a related law enforcement field, or education field;
  • a minimum of three (3) years of experience in the delivery of training and professional development efforts;
  • experience working with online learning and training platforms;
  • experience in developing training and learning materials material for online, blended and classroom delivery;
  • ability to work with international partners and officials;
  • experience working with Ukrainian government officials and partners in organizing learning events, workshops, etc.;
  • experience in integrating gender equality considerations in training design and communications;
  • ability to work both independently and within a team environment;
  • fluency in English and Ukrainian;
  • previous experience in law enforcement and public safety reform an advantage; and
  • readiness to travel to the regions.

The Project Training Coordinator will work closely with the CUPDP In-Service Component Lead and report to the CUPDP Canadian Field Director based in Kyiv. He/she will also work closely with the CUPDP trainers and advisors as well as with representatives of other donor-funded missions and projects.
