French Development Agency (AFD)

The French Development Agency (AFD) is a financial institution that implements French development and international solidarity policy. Present in more than 115 countries, AFD finances and supports projects promoting sustainable and inclusive growth in key sectors such as climate, biodiversity, peace, education, urban planning, health and economic development. Committed to achieving the Sustainable Development Goals (SDGs) set by the United Nations, AFD works closely with governments, local institutions and private sector actors to build a more just and resilient world.

AFD in Ukraine

The AFD office in Ukraine is attached to the Regional Directorate for Neighbourhood and Enlargement (DR EVE), based in Istanbul. Activities in Ukraine started in July 2024 after obtaining a mandate from the French authorities in January 2024. The team is currently composed of an office manager and an executive assistant. The office will welcome an AFD project manager in 2026 in the dynamic of AFD’s growing activity in Ukraine.

Since July 2024 and to help Ukraine cope with the consequences of the Russian war of aggression, AFD has granted its first three operations in the sectors of urban mobility, health, and water to three Ukrainian municipalities. Furthermore, AFD is mobilizing to support civil society and French local authorities in the country. Other sectors of intervention may be opened such as energy, urban development and support for public financial systems in partnership with Ukrainian local authorities, the Ukrainian institutions in charge of these sectors as well as with other development partners such as the EU, EIB, EBRD and KfW and others.

Joining AFD’s Office in Ukraine means above all joining a versatile team to develop a rapidly growing portfolio in order to support the country’s reconstruction and its European trajectory.

What will be your role?

Under the direct responsibility of the Head of AFD Office in Ukraine, the Project Officer will notably ensure the following functions:

1. Implementation of a project portfolio dedicated to infrastructures:

• Daily monitoring of the infrastructure (water, transport, health etc.) project portfolio in close coordination with i) AFD HQ team and ii) Ukrainian local teams;
• Develop ad hoc coordination mechanisms with the different stakeholders: production of Feasibility studies, organization of regular monitoring meetings etc.;
• Preparation, organization and realization of regular field missions in the concerned Ukrainian municipalities with HQ teams;
• Participation to the ad hoc sectorial working groups with Ukrainian authorities;
• Provide a clear roadmap of action and necessary report for the development of the project portfolio.

1. The development, animation and enrichment of the local network of the Office:

• Strengthen and maintain relations with all local Ukrainian partners: ministries, NGOs, think tanks, companies;
• Maintain relations with other donors (EU, EIB, EBRD, KFW, BGK) in a highly competitive context.
• Increase the visibility of AFD locally among counterparts, in external meetings, conferences and seminars organized by the Office and its partners.

Depending on the profile of the incumbent, other tasks may be added to the current job description.

Who are we looking for?

The ideal candidate should possess the following qualifications and skills:

• Qualifications and experience

More than 5 years’ experience in project implementation: knowledge of IFIs management cycle (identification, instruction, implementation follow-up, reporting and evaluation); 

Strong knowledge of the Ukrainian project management procedures: technical expertise, procurement rules etc.

Sectorial competence in at least one of the following fields: water and sanitation, transport, health, energy or urban services;

Fluency in Ukrainian and English. Knowledge of French would be an asset.

Computer skills: proficiency in office software (Word, Excel, PowerPoint) and project management software (MS Project, etc.).

Contractual conditions

• Workplace: AFD office in Kyiv with regular trips in Ukraine – minimum 1 per month – in connection with projects management;
• Type of contract: consultancy contract, renewable;
• Remuneration: competitive salary based on experience and qualifications;
• Start date: early May 2026.
