Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professionals for U-LEAD with Europe | Ukraine – Local Empowerment, Accountability and Development Programme to fill the position of:

 Project Manager (full-time, Chernivtsi)

(internal SAP code: Project Manager)

In the last few years, Ukraine has developed and adopted various laws in favour of an ambitious decentralization reform, which reshapes the relations between the national, regional and local levels and builds institutional capacity. The success of the decentralization reform greatly depends on the coordination and cooperation between the different stakeholders involved into reform implementation at the national, regional and local levels. Given the important new tasks, responsibilities and financial resources that local self-governments have gained, the implementation of the reform must be accompanied by expert advice, trainings and diverse support measures. U-LEAD (Ukraine-Local Empowerment, Accountability and Development) is a special measure which is conducted as a multi-donor action by the EU and its member states Germany, Estonia, Sweden, Denmark, Poland and Slovenia to support the Ukrainian government in the implementation of the decentralization reform.

To support the Programme in the activities implementation, we are looking for a highly motivated Project Manager with proven experience in project preparation and implementation, solid administrative and organizational skills and good knowledge of local self-government functioning in Ukraine.

Areas of responsibility:

  • Contributing to implementation of Programme activities aimed at support to municipalities in project preparation and implementation.
  • Supporting capacity development of local self-government officials in project management.
  • Supporting external and internal communication and visibility of U-LEAD with Europe.
  • Producing content for reporting in coordination with Deputy Head of Regional Operations Unit and team members of U-LEAD Regional Offices in the respective oblasts.
  • Supporting Deputy Head of Regional Operations Unit in evidence-based controlling and steering the internal processes.

Tasks:

  • Coordinate identifying the problems and needs of municipalities in projects preparation and implementation.
  • Deliver consultations, trainings and other capacity development and experience dissemination activities for municipalities on project management.
  • Assist with quality assurance of events to be organized and activities to be implemented.
  • Coordinate work of short-term national experts (including quality check of agendas of events, presentation materials, reporting and other relevant documents), manages their contracts.
  • Contribute to coordination of initiatives and projects supported by the Programme: support in identifying ideas, contractual procedures, advice on project conceptualization, activities and budget, supervision of activities, monitoring of overall implementation of projects.
  • Participate in working groups, contribute to Monthly Activity Planning of U-LEAD (including budget planning) as well as operational planning of the Programme.
  • Contribute to reporting in the Programme.
  • Support Deputy Head of Regional Operations Unit in coordination of 6 regional offices activities within operational team.
  • Contribute to organization of official meetings with high-ranking international delegations at the Regional Offices in the respective oblasts.
  • Ensure proper filing of documents according to the requirements of GIZ filing procedures in its Document Management System (DMS).
  • Cooperate with other GIZ projects in the operational team area as well as with the colleagues from other Regional Offices as and when required.
  • Ensure discreet behaviour vis-a-vis third parties in all internal matters.
  • Support the implementation of other project activities and other assigned tasks.
  • Communicate and report regularly to Deputy Head of Regional Operations Unit.

Required qualifications, competences and experience:

  • Master’s degree (or equivalent) in the fields of project management, social sciences, public administration, economics, law or other relevant fields.
  • At least 5 years of experience in project management with practical experience of project preparation and implementation including in cooperation with municipalities.
  • Prior experience of training for adults on project management.
  • Good knowledge of local self-government system and sector reforms.
  • Strong organizational and planning skills.
  • Team player capabilities with excellent communication skills.
  • Strategic thinking and problem-solving skills.
  • High degree of self-organization and motivation.
  • Good knowledge of English language, excellent command of Ukrainian.
  • Good computer skills (MS Teams, Word, Excel, Powerpoint etc.).
  • Ability to work under pressure and with tight deadlines, flexibility and ability to work with people of different professional and cultural backgrounds, result-orientation.

Employment conditions

Full-time position with 40-hours working week. Duty station is Chernivtsi or other oblast capital city on GCA. Starting as soon as possible. The contract duration is until October 2024 (with possible prolongation).
