Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Support to the establishment of an ETS in Ukraine”to fill the position:

Project Coordinator (full-time, Kyiv)

(internal SAP code: Project Manager)

GIZ ETS Project supports the Government of Ukraine represented by the Ministry of Environmental Protection and Natural Resources of Ukraine (MEPR) in developing and introducing an emission trading scheme (ETS), similar or equivalent to an emission trading scheme of EU (EU ETS). GIZ support is mainly focused on the national level and involves intensive cooperation with MEPR on various topics. GIZ will continue to provide this support for next 3 years. The Project shall deliver its assistance in 5 main areas: (1) capacity development of the authority responsible for implementation of an ETS; (2) development of digital tool to process data of ETS participants; (3) recommendations for establishing a “cap” for Ukrainian ETS; (4) recommendations for allowance allocation rules and (5) assistance in development and implementation of ETS pilot phase. As in June 2022 Ukraine received a status of EU candidate country and has an ambitious goal to become a member of EU in the nearest future, the assistance of the project shall be mainly guided by relevant EU experience, approaches and procedures. The project opens a full-time position for a Project Coordinator to support project implementation on the daily basis. This position of Project Coordinator foresees implementation of functions listed below.

Key responsibilities:

  • Managing the tasks in high quality and always timely accomplish all tasks as specified in the order as well as in agreement with the superior, partners, and /or the Project team;
  • Maintaining close and highly professional relations with all stakeholders and the beneficiaries of the Project;
  • Strongly represents the Project’s interests in coordination meetings and discussions;
  • Independently ensuring technical and timely accuracy of the implementation of activities and positions;
  • Innovation, knowledge management and communication of innovations to a broad target group;
  • Integrating results and experience into teamwork and the work of all relevant groups;
  • Technical and organizational coordination and support of all (including international) experts within the component;
  • Coordinates independently and in a structured goal oriented manner the necessary support provided by other team members within their responsibilities in order to fulfil set objectives;
  • Providing in-depth expertise and hands-on solutions in the technical fields of:
  • MRV
  • Capacity Development for institutions and stakeholders
  • Verification and accreditation
  • Cap setting
  • Allocation plans and registries
  • Development of ETS introduction road-map.

Tasks:

  1. Management responsibility
  • Manages tasks and measures in the Project that are assigned to him/her;
  • Ensures compliance of all Project partners and consultants partners with GIZ policies and with agreed tasks and contributions; ensures full implementation of the agreed tasks supporting the partners (Operational plans);
  • Ensures and prepares regular steering committee meetings in order to define future areas of support to the partner;
  • Initiates technical assistance project within scope of the order and in line with the Project’s annual planning as well as upon prior consent with the superior and manages subsequently all missions of international and national experts to the focus region independently
  • Shares proactively all relevant developments and information with the responsible team members and partners;
  • Ensures sufficient and timely support by the entire (administrative) team making use of their responsibilities and expertise; providing team member with clear instructions.
  1. Professional advisory services
  • Advises partner institution(s) on order clarification, identifying needs, developing concepts and strategies, and provides technical input;
  • Participates in identifying needs for external support and advice, works on policy recommendations and develops a strategic approach;
  • Contributes to preparing and implementation the coordination process, joint projects also with other (international) institutions;
  • Formulates Terms of Reference and selects and supervises third parties in the course of carrying out project activities, including performance evaluation and ensuring timely delivery of satisfying results;
  • Drafts and monitors the development and implementation of Project plans and activities in close consultation with superior and partners;
  • Deals with technical design, preparation and implementation of workshops, seminars and other events on issues related to the Project’s area of activity;
  • Develops and organizes quality assurance measures and suggests necessary changes, improvements and initiatives;
  • Monitors project progress and the activities, reviews reports and documents on the joint programmes, identifies bottlenecks and recommends alternative management options to the Project manager;
  • Is responsible for seeing that the services provided by the consultants are aligned with the partners’ needs and the quality of produces meet the requirements.
  1. Networking and coordination tasks
  • Ensures cooperation, regular contact and dialogue with partners, cooperates with relevant organizations, representatives of companies, non-governmental agencies and individuals in Project environment and with other projects to improve and maintain good working relationships;
  • Ensures exceptionally high transparency of the Project’s activities; proactively also engaging critical institutions and individuals.
  1. Knowledge management
  • Compiles information on project and ensures knowledge transfer;
  • Develops ready-to-use strategies and technical concepts, including guidelines, manuals and procedures;
  • Draws up reports and presentation documents;
  • Formulates appropriate input for various project reports including annual reports, and contributes to the other reports required by the Project director and GIZ Head Office
  • Assist with research activities and studies on political issues which benefit joint programs;
  • Introduces know-how into related activities of other projects upon request of superior.
  1. Management and coordination of tasks
  • Is responsible for accurate project planning and develops project concepts and strategies, ensures implementation together with the partners;
  • Coordinates and prioritises relevant Project activities in cooperation with partners and international institutions, both as regards to the organizational preparation and implementation of activities;
  • Monitors budget in consultation with the officer responsible for Project.

Required qualifications, competences and experience:

  • Master‘s or doctor degree in economics or in an area that is related to the Project objectives, with a focus on a relevant field (equivalent to MA);
  • At least 5 years of professional and international working experience in the climate policy sector; knowledge of EU ETS is essential;
  • At least 5 years of professional experience in a comparable position;
  • Proven successful experience in independently managing complex activities and components and delivering high quality results in time;
  • Experience in international organizations, preferably in the international development sector;
  • Very good working knowledge of ITC technologies (related software, email, MS Teams, internet) and computer applications (e.g. MS Office);
  • Excellent capabilities in working in a structured and result-oriented manner; high professionalisms and reasons-based argumentation even in sometimes disputed and emotional settings;
  • Proven track record in managerial positions;
  • Full working level command of Ukrainian and English. German knowledge should be aspired if not yet existent;
  • Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.

Employment conditions

Full-time position with 40-hours working week until July, 2026. Place of assignment is Kyiv. Business trips (abroad) and to various regions within Ukraine are to be expected in accordance with project requirement and according to security regulations.
