Summary of Position:   

IREX office in Ukraine is seeking a qualified professional to fill the position of Program Manager for its media literacy project Learn to Discern. Program Manager will work under supervision of Senior Program Manager and will be responsible for the planning and implementation of program activities. We seek a methodical manager who knows how to develop systems for staff and stakeholders, develop and follow policies, and communicates professionally with colleagues, teachers, and government officials. Program Manager will work closely with Regional Coordinators, government partners and other stakeholders to ensure project sustainability.

The position will be based in Ukraine and is contingent upon funding.  

Specific duties include, but are not limited to, the following:  

Program management  

Under the supervision of Senior Program Manager, the incumbent will manage the programmatic planning and strategizing, implementation of workplans, development and submission of reports, budget projections for program activities and related program deliverables. The selected person will work and provide supervision and guidance as needed to Program Assistant and Regional Coordinators. 

Under this component the incumbent will:   

  • Provide program and operational leadership for program activities and initiatives and ensure that programmatic and financial objectives and targets are timely achieved. 
  • Oversee, monitor, and administer day to day management of the program activities using results-based approaches.
  • Maintain effective relationships and communication with other key national stakeholders and regional program partners, including schools, Ministry of Education and Science and other stakeholders as needed. 
  • Ensure and manage efficient communication between Project staff, partner organizations, experts, trainers, regional coordinators, schools, and key stakeholders of the Project.
  • Provide oversight on implementation and compliance of activities by program sub-grantees and subcontractors as well as for procurement of services in accordance with IREX policies and donor’s requirements. 
  • Work closely with the finance and administrative staff in IREX Ukraine office to ensure budget discipline and compliance.  

Program reporting and communication  

Under this component the incumbent will: 

  • Design and manage national and regional trainings, events, workshops, conferences, and other type of events as required for target audeinces. 
  • Lead and monitor the process of organizing peer learning activities for program beneficiaries. 
  • Depending on security situation travel to program sites to monitor implementation, coach beneficiaries, and suggest remediation activities.
  • Assess on ongoing basis the impact of the capacity development strategy and adapt as needed considering the emerging needs and context.  

Program reporting and communication  

Under this component the incumbent will:  

  • Work closely with IREX M&E staff to ensure program’s monitoring, evaluation and reporting of outputs and lessons learned, by efficient collection of data and usage. 
  • Track and analyze work-plan activity progress towards program objectives and/or track and analyze program indicator data. 
  • Develop periodic reports and updates as required for the donor. 
  • Represent IREX publicly, attend relevant events and meetings that contribute to increase of program’s and IREX’s visibility and development.  
  • Lead and/or support the development of communication products and documents, including creating and contributing to articles, newsletters, and publications, reviewing and sending written communication
  • Coordinate timely maintenance of program social media accounts and provide information and input as required. 
  • Other duties as assigned.  

Qualifications:   

  • Degree in international development, public administration, management, political science, communications and/or another relevant field is preferred;
  • At least 5 years’ experience in civil-society programs;
  • Background in media literacy work or study is a strong advantage;
  • Experience in work with government officialsand educators is a strong advantage; 
  • Demonstrated success in maintaining excellent collaborations with partners organizations, and ability to establish productive relationships with government officials, opinion leaders, and citizen groups at national and local levels;
  • Proven leadership in supervising, designing, managing, and implementing, monitoring and evaluation of similar programs; 
  • Demonstrated ability to facilitate dialogue and work constructively with a diverse range of actors and to accommodate divergent interests and agendas in a multi-cultural environment;
  • Excellent communications skills, including ability to make public presentations;
  • Familiarity with political, media and social issues in Ukraine;
  • Excellent interpersonal and organizational skills;
  • Strong command of spoken/written English and Ukrainian;
  • Ukrainian citizenship or residency with work authorization is required.
  • Ability to handle multiple priorities and complete tasks/projects in accordance with stated deadlines;
  • Ability to frequently travel throughout Ukraine.
