Job Title: PHP Team Lead.
Project Name: Support to Ukraine’s Reforms for Governance (SURGe).
Job Type: Strategic Planning and Digital Governance (SPDG).
Location of Position: Remote/Office in Kyiv.
Reporting to: SURGe Deputy Director, Head of DGT Component.
Remuneration: Fees are subject to negotiation and shall not exceed established market rates.
Indicative LOE/Time Frame: Full-time, Monday-Friday.

The duration of the contract is till the end of 2024 with a possibility of extension (subject to approval and implemented deliverables during a previous deployment).

For contracting (after the job offer is made), the selected candidate is expected to be registered as a Private Entrepreneur of the 3d group (consultancy services).
Citizenship: Ukraine.
Language Requirements: Excellent knowledge of Ukrainian, ability to speak and write clearly.
Excellent command of English, both written and speaking skills.

Project Description:
In October 2019, Alinea International launched a new five-year project in Ukraine: the Support to Ukraine’s Reforms for Governance (SURGe). SURGe is a technical assistance project in Ukraine, funded by Global Affairs Canada and implemented by Alinea International Ltd.

SURGe’s Ultimate Outcome is to help the Government of Ukraine (GoU) to deliver governance and economic reforms that better respond to the needs of its citizens. To achieve this, the Project will strategically enhance and strengthen the GoU’s reform management functions, namely its capacity to undertake planning and analysis of reforms that consider citizen impact and to implement these reforms.

About the Work:
To meet the urgent needs of the government for a comprehensive approach to strategic planning and digital governance reform, SURGe has initiated the Strategic Planning and Digital Governance Reform Initiative (SPDG). This initiative aims to embed results-based and citizen-oriented (GBA+) principles into national strategic planning and policymaking. By providing technical assistance (TA) to individual ministries, SPDG seeks to bolster their capabilities, refine policy development and monitoring procedures, and furnish them with tools for designing policies and planning documents through a results-based management approach. This endeavor is supported by the deployment of ProjectUA, an innovative IT system developed by SURGe to streamline the planning and monitoring of various policies and planning documents.

SURGe provides technical assistance to multiple Ministries to:
● increase their capacity in the development of policies/reforms, strategic planning, monitoring and evaluation using ProjectUA in accordance with Results-Based Management (RBM) methodology, which is already embedded into Ukraine’s legislation;
● implement a citizen-centric approach to policy development according to GBA+ methodology as stated in Ukraine’s legislation.
To achieve these objectives SURGe Project is developing software to automate the abovementioned processes.
SURGe Project is looking for а PHP Team Lead who will lead the PHP developers’ team in ensuring software development for the digitalization of planning and monitoring of strategic documents, as well as digital governance reforms.
As a PHP Team Lead, the candidate will ensure software development within the requirements and the time.

The Role:
● Lead software development, coordinate developers team efforts and development process among developers to ensure seamless collaboration and efficiency.
● Conduct developers team meetings to share updates, resolve challenges, and foster a collaborative environment that encourages innovation and continuous improvement.
● Distribute tasks among developers, enhancing team workflow and productivity to achieve project milestones and quality standards.
● Evaluate complexity and team effort to implement technical tasks.
● Conduct code reviews and technical documentation reviews produced by the team, ensuring compliance with best practices and project requirements.
● Propose technical solutions that align with business requirements and project priorities, ensuring that development activities are strategically aligned and meet project objectives.
● Supervise of software development, tackling issues and debugging identified bugs based on feedback from users, to enhance product functionality and user experience.
● Supervise software testing strategies (including functional, continuous, integration, security and load testing) to emulate real user scenarios and ensure the integrity and reliability of the product.
● Identify security and code productivity issues to proactively safeguard the system against potential vulnerabilities, optimizing efficiency and ensuring security audits.
● Participate on meetings and consultations on software development, coordination and planning.
● Conduct periodical software audit and prepare technical reports to ensure the software remains stable, secure, and up-to-date, reflecting the latest in technological advancements and security practice.
● Support on development project documentation, adhering to specifications and requirements set by SURGe management.

Required Qualifications:
● 7+ years of experience in engineering playing developer roles.
● At least 3+ years of experience playing a team or tech lead role, designing and implementing complex tech solutions.
● Deep knowledge of PHP 7+ / PHP 8+.
● Strong experience with Symphony/Yii2/Laravel framework.
● Strong experience with MySQL.
● Experience in JavaScript, CSS and Vue.js.
● Strong knowledge and experience with CI/CD process.
● Knowledge in OOP, Design Patterns and DDD/TDD/FDD.
● Experience in writing Unit tests.
● Experience with high-load projects, especially with consumers.
● Experience of work with GoU will be an asset.
● Good communication skills.
● Leadership, coaching and mentoring.
● Experience with HTML/CSS, Javascript (jQuery), Bootstrap, Twig.
● Git.
● Unix, docker.
● Proficiency in English to read technical documentation.
● Strategic vision and systematic approach.
● Results driven highly-motivated expert with sound judgement and maturity.
● Strong ethics, well-balanced and mature personality, positive attitude to the job.
● Strong organizational skills, ability to work under tight deadlines.
● Strong attention to details, involvement in the process, personal responsibility for the tasks.
