JOB DESCRIPTION

The MEL Lead will manage data collection, analysis and presentation to help drive adaptive programming and accurate reporting across the facility. This will include facility-level indicators and research and study at the project, country, or impact area level, working with project staff and Abt corporate support.

About the Program:

The Good Governance Fund (GGF) Lot 2A is a Technical Assistance Facility (TAF) funded by the British Government’s Foreign, Commonwealth and Development Office to design and deliver rapid response technical assistance on governance which responds to priorities identified by the Government of Ukraine. The focus areas of the GGF, including Lot 2A, are:

1. Reform to the regulation of the business environment and economic governance to support alignment with international standards and promote broad-based economic growth and job creation, including through small- and medium-sized enterprise development and attraction of foreign direct investment. Responds to the Government of Ukraine’s priorities following the illegal Russian invasion, including macroeconomic stability, damage assessments, war recovery planning, and business revitalization.

2. Institutional capacity building to develop more effective governance, public administration and management of public finances in order that governments in target countries become increasingly accountable and responsive to the needs of citizens.

3. Anti-corruption measures and judicial reform to strengthen the rule of law, reduce opportunities for corruption and increase the capacity of countries to address corruption when it does occur.

4. Modernisation of key sectors (such as energy, banking) and reform of state-owned enterprises to support the transition to market-driven, modern economies.

5. Stronger and more independent media and civil society to ensure that the public can engage in active, informed debate and to enable governments to communicate the benefits of reforms to its citizens effectively

Responsibilities:

  • In close cooperation with TAF project design and delivery units, as well as with project delivery partners, the Monitoring, Evaluation and Learning Lead will:
  • Provide leadership and direction on monitoring, learning and adaptive management to ensure the GGF TAF-EP programme, projects, and activities achieve their outputs, outcomes, impact and corresponding milestones and targets;
  • Guide and work with the project design and delivery teams to define project theories of change, develop log frames, performance targets and data collection methods, and monitor and review project and activity performance and impact;
  • Lead on developing MEL plans for projects to ensure prior learning is incorporated into project approaches;
  • Support the PMU in their monitoring and evaluation needs – agreeing the separation of duties and proactive communication with relevant stakeholders to identify needs, activities, and timelines;
  • Develop and oversee the implementation of robust context-appropriate systems for data collection, quality assurance, analysis, and reporting on activity outputs, outcomes and programme quality. This includes overseeing and supporting data collection, analysis and reporting by the TAF-EP delivery partners;
  • Apply reporting, analysis, reflection and learning practices to support adaptive programming;
  • Design, implement and oversee M&E tools (e.g., digital tools, spreadsheets, strategy sessions) as necessary for the effectiveness of programme objectives;
  • Work with colleagues to agree on the approach towards monitoring the performance of delivery partners and work closely with partners to monitor external risks;
  • Apply mixed-method evaluation techniques as needed to assist in ongoing decision-making;
  • Cultivate strategic relationships and alliances with monitoring, evaluation and learning counterparts in FCDO projects, implementing partners, and key stakeholders, leading initiatives to learn from project data and adapt intervention strategies as appropriate;
  • Ensure programme compliance with FCDO monitoring, evaluation, research and open data policies;
  • Provide additional MEL tasks as requested by the Team Leader and in coordination with TAF-EP delivery partners (if required);
  • Ensure the protection of participant data and confidentiality during all monitoring, evaluation and research implementation and dissemination processes. Balance verifiability with the safety of data collection methods and tools used by TAF-EP delivery partners;
  • Carry out assigned cross-cutting functions to contribute to GGF’s compliance with Abt Britain‘s policies and procedures.
  • Fulfil other support functions to the rest of the TAF team, as reasonably and as agreed with the Team Leader. This may include technical inputs into projects or project management functions.

We are seeking an individual who will bring:

  • A Bachelor’s degree or higher in monitoring and evaluation, social science, statistics, or a related field;
  • At least seven years of experience in monitoring, evaluation and learning in international development programmes;
  • Strong track record of engagement with other donor programmes, with FCDO/DFID experience preferable;
  • Skills in the use and management of M&E tools, including log frames, theories of change and evaluation methods;
  • Analytical mindset, proven ability and strong track record in concisely communicating information and conveying key messages to both technical and non-technical audiences;
  • Excellent communication skills and experience;
  • An understanding of improving business enabling environments for business and a strong understanding of anti-corruption and justice reform;
  • Experience operating MS Excel, Word, PowerPoint and data analysis software
