Background

Today Ukraine is facing its most serious challenges since achieving independence in 1991. The ongoing war has already resulted in significant loss of life, unprecedented displacement, internally and towards neighboring countries, and devastating destruction of infrastructure. The UN Ukraine Flash Appeal shows that at least 15.7 million people are in immediate need of emergency assistance and protection. Early projections indicate that if the war should continue in the medium to long term, up to 90% of the Ukrainian population could face poverty and extreme economic vulnerability, and the country’s socio-economic progress could be set-back by almost 20 years. In the short-term, 62% of the population is at high risk of falling into poverty. Ukraine’s economy is set to shrink by 45% this year due to the war and even with a moderate recovery in the next few years, by 2025 the GDP would still only be two-thirds of the pre-war GDP in 2021. 

In addition, the country faces losses of many people’s lives and devastative destruction of infrastructures and economic bases. Currently, more than 50% of the energy infrastructure damaged, causing the massive disruption of energy supply nationwide with millions of people experiencing power outages and challenges in heating. Extensive scale of destruction of infrastructure, rehabilitating or constructing infrastructures and installing equipment with necessary supply of the materials is urgently required to restore or maintain life-line and key basic services, followed by removal or mines and explosives as well as debris.

To preserve development gains in Ukraine as fully as possible, mitigating risks of descent into protracted crisis, embedding activities for early recovery from the onset of the humanitarian effort, and facilitating swift return to pathways and processes for national attainment of the SDGs, UNDP Ukraine has developed the UNDP Recovery Programme. 

To address the urgent needs on the ground in consultation with beneficiaries and stakeholders, UNDP is implementing an area-based programme and strengthening its sub-national presence by establishing area hubs (offices) Lviv, Kharkiv, Dnipro, and Odesa. 

The M&E Analyst will be an integral part of the UNDP Area Hub team. In close cooperation with the Area Hub Manager and under the direct supervision of Strategic Planning, Partnerships and RBM unit in the Country Office, the incumbent will support UNDP to ensure quality and timely data collection, monitoring of the results, and reporting in support of evidence-based programme planning and implementation.

Duties and Responsibilities

Under the direct supervision of the Area Hub Manager and Team Leader, Strategic Planning, Partnerships and RBM, the incumbent will be responsible for the following key tasks:

1.Provide support in identification of programmatic priorities and development of area plans 

  • Provide technical support/advise to ensure timely and accurate measurement of change in conditions in the country or region, including monitoring of socio-economic trends and the country’s wider policy, economic or institutional context, to facilitate planning and to draw conclusions about the impact of programmes or policies  
  • Provide technical support during development of new projects and programmes by participating in the theory of change development, logframe design and budgeting for M&E purposes
  • Develop and refine Area Hub results and resources frameworks, ensuring the alignment of project RRFs with the Country Office and Area priorities 
  • Contribute to the development of the Area Hub’s results-based annual work plans with indicators, baselines and targets, established at outcome, output and activity levels

2. Support data collection for quality programming and evidence-based planning 

  • Advise on the data sources, support data collection exercises at the area level and provide quality assurance of data collected and reported  
  • Ensure that information and data from the field is captured, documented, analyzed and reported in a results-based and timely manner through policy briefs, narrative internal and external reports
  • Advise on the implementation of innovative solutions to data gathering and monitoring: micronarratives, big data, open data, internet-of-things, GPS tracking, where relevant 

3. Ensure quality monitoring and evaluations at the area level: 

  • Establish and coordinate effective mechanisms of monitoring the project and programme implementation at the area level, including development of monitoring tools, guidance and processes and collaboration with programme staff to identify and plan for M&E needs.
  • Update and maintain Area Monitoring and Evaluation Plan capturing qualitative and quantitative aspects, according to the UNDP quality standards; 
  • Develop and maintain the area risk log, ensuring timely update of risk levels and treatment activities
  • Provide support to the management of project and programme evaluations, as well as guidance in timely preparation and implementation of management response 
  • Ensure that evaluations, assessments and other M&E products are designed and implemented in accordance with established UNDP quality standards
  • Provide support with planning, organizing and conducting monitoring visits in the area under his/her responsibility, with the purpose to identify, document and follow up on delays, bottlenecks, challenges and lessons learned, as well as success stories to be used for impact monitoring and communication purposes and to be integrated into broader UNDP knowledge management

4. Ensure quality reporting 

  • Ensure high quality and accuracy of project and programme results presented in donor reports, corporate reports and communication materials 
  • Provide inputs to humanitarian cluster reporting 
  • Ensure timely and quality input, according to UNDP corporate monitoring and reporting : IWP, ROAR, IATI, Quantum
  • Ensure quality management of routine data, including data cleaning and timely contribution to the corporate monitoring and reporting system 

5. Provide advice and capacity building 

  • Collaborate and coordinate with other UN agencies, government agencies, NGOs, and other organizations on monitoring and evaluation issues; keep abreast of latest development and professional norms, standards, tools and methodologies; 
  • Provide support to the local partners and hub colleagues on the use of M&E systems, tools and reporting.
  • Ensure that the results of monitoring, evaluations, assessments and reviews are disseminated in a timely manner to stakeholders in order to improve performance and contribute to wider learning
  • Identify and formulate evaluation and audit findings, lessons learned from evaluations and studies to be integrated into broader UNDP knowledge management; 
  • Promote the shared responsibility of M&E function among all staff members and partners through communication, training, learning and development activities Programme-wide

Required Skills and Experience

 

Min. Education requirements
  • Advanced University degree (Master’s Degree or equivalent) in Data Analysis/Statistics, Economics, Social Sciencies, International Relations or related fields is required.
  • A first-level university degree (Bachelor’s Degree) Data Analysis/Statistics, Economics, Social Sciencies, International Relations or related fields in combination with additional 2 years of relevant experience will be given due consideration in lieu of Master’s Degree.
Min. years of relevant work experience 
  • Up to 2 years (with Master´s Degree) or minimum 2 years (with Bachelor’s Degree) of relevant experience in monitoring, evaluation, reporting, communication, information management, analysis, research, project management or policy  analysis. 

 

Required skills 
  • Technical knowledge/expertise in data management 
  • Knowledge of office software packages (Word, Excel, Outlook, PowerPoint, etc.); 
Desired skills in addition to the competencies covered in the Competencies section
  • Knowledge of cross-cutting themes such as gender mainstreaming in programmes and projects
