DAI is seeking highly qualified candidates for Local Borrowing and Local Guarantee Expert role to conduct a remote Short Term Technical Assistance (STTA) assignment with USAID Governance and Local Accountability (HOVERLA) Activity.

Project Background
DAI Global is implementing the USAID-funded Governance and Local Accountability (HOVERLA) Activity, based in Kyiv, Ukraine. This Activity is designed for the period 2021 – 2027 to support Ukraine advance self-reliant local governance including legislative reforms, participatory strategic planning methodologies, service improvement, local economic development, civil society engagement, and capacity building of sub-national government entities.
It is implemented through three main Objectives:
Objective1: Ukraine’s system of local self-governance is increasingly institutionalized and effective
Objective 2: More self-reliant subnational governance
Objective 3: Citizens play an increasingly influential role in local governance processes and
Purpose
Local Borrowing and Local Guarantee Expert (Borrowing Expert) will be responsible for conducting training and consultations on the application of the mechanism, which will be carried out on an ongoing basis for 103 HOVERLA partner CTCs. The expert will work on preparing clarifications of laws and regulations, recommendations and methodological guidance for 103 CTCs on the application of the borrowing and guarantee mechanisms and improving the borrowing and guarantee system. The Borrowing Expert wilI conduct in depth assistance to selected 10 CTCs to assist and guide on drafting / preparing relevant documents for submission to the Ministry of Finance of Ukraine.
Key Objectives of this assignment.
(1) Conducting training and consultations on applying the mechanisms of the borrowing and guarantee processes.
(2) Providing a package of universal recommendations and methodological guidance for developing and integrating mechanisms for applying the borrowing and guarantee processes.
(3) Assisting 10 selected partner CTCs with the application of the borrowing and guarantee mechanism as well as institutionalizing the requirements of the Budget Code of Ukraine, CMU Resolution No. 541, and CMU Resolution No. 110
Specific Tasks of this Assignment Include
The Borrowing Expert will be responsible for completing the following tasks during the period of this assignment:
- Provide a summary of universal explanatory materials and expert opinions on the application of the borrowing and guarantee mechanism, as well as expert recommendations for improving the borrowing and guarantee system and submitting proposals for amending the relevant laws and regulations for 103 HOVERLA partner CTCs.
- Prepare and conduct two (2) training sessions and three (3) consultations on applying the mechanism of the borrowing and guarantee processes for 103 HOVERLA partner CTCs.
- Prepare summary expert recommendations on assisting 10 selected partner CTCs in applying the borrowing and guarantee mechanism.
- Conduct in depth work to assist 10 selected CTCs with the application of the borrowing and guarantee mechanism as well as institutionalizing the requirements of the Budget Code of Ukraine, CMU Resolution No. 541, and CMU Resolution No. 110.
- Draft an STTA report documenting all completed STTA tasks, achievements, challenges, findings, and recommendations.

Qualifications
- Minimum of 10 years of relevant professional experience in managing local budgets.
- Full proficiency in the legislative norms and practices related to the implementation of local borrowing and local guarantees.
- Excellent communication skills and a talent for articulating and communicating complex concepts and ideas in simple, practical and action-oriented terms.
- Energetic, well-organized and independent individual with good technical skills, analytical and problem-solving skills and high ethical standards.
- Ability to effectively respond to urgent requests.
- Strong interpersonal, written and verbal communication skills.
- Good skills in working with open data (Open Budget, other budget portals).
- Good computer skills (MS Office).
