The Investment for Business Resilience Activity (formerly known as the Financial Sector Reform Activity) in Ukraine is a five-year program funded by the United States Agency for International Development (USAID) and managed by DAI Global LLC (DAI). The purpose of the activity is to transform the country’s financial sector into a sophisticated, well-functioning, competitive market that is aligned with European Union (EU) standards and integrated into international financial systems. This transformation will mobilize private finance for sustained economic growth in Ukraine.

The IBR is looking for candidates to fill in The Investment Policy Lead Consultant POSITION, STTA, IN KYIV.

PURPOSE OF THE ROLE:

IBR is seeking a highly skilled professional with proven knowledge in investment climate and its fine-tuning as well as increasing private investments, who will act as investment consultant and implement the planned efforts to support the private sector recovery, including measures in creating an attractive investment climate, implementing a targeted and comprehensive investment policy. The selected candidate will be responsible for assisting the Ministry with overseeing the planning and execution of various initiatives that contribute to development of the investment strategy of Ukraine (including development of sectoral investment strategies). 

The expert should have an ability to operate as an effective tactical and strategic thinker and demonstrate strong time management and organizational skills with attention to detail and achieving successful outcomes. The Consultant will perform the tasks under the management of the Deputy Ministry of Economy.

OBJECTIVES AND DUTIES:

  • Conducting thorough research and analysis of investment strategies implemented worldwide to identify best practices and adapt them to the local context;
  • Development of strategies and action plans to stimulate economic activity, enhance competitiveness and attract investments;
  • Development of project plans, including defining project scope, goals, and deliverables for the investment strategy;
  • Collaborating with stakeholders to define economic potential, determine project feasibility and secure necessary support and resources; align them with overall economic development goals;
  • Developing a framework for preparing the incentive effect analysis, counterfactual scenario and market operator test that is tailored to the needs of the prevalent FDI projects in Ukraine, considering EU and Ukrainian policies. The framework shall include guidance on developing adequate analysis that will allow the Ministry to demonstrate the effectiveness and proportionality of the incentives offered to the investor;
  • Leading investment strategy project teams, providing clear direction, guidance, and support throughout all phases;
  • Monitoring progress, ensuring adherence to timelines, budgets and quality standards;
  • Fostering effective communication and collaboration among team members, stakeholders, and partners;
  • Coordinating and facilitating regular meetings, status updates and reporting.

This assignment will be for 6 months, with possible extension to 12 months.

QUALIFICATIONS: 

  • A specialist’s or master’s degree in Economics, Business, Banking Sector (preferably) or similar;
  • Minimum 5-7 years’ work experience as adviser or consultant in investment, M&A, asset management or other relevant professional experience in investment policy creation and analysis;
  • Familiarity with the investment climate and business environment in Ukraine;
  • Experience in working in international contexts, with a strong understanding of global best practices in incentives programs, FDI promotion, USAID and Ukraine Facility Plan frameworks;
  • Good command of the international investment regulations, investment regulations in Ukraine and the modality of their enforcement;
  • Ability to operate as an effective tactical and strategic thinker;
  • Demonstrated initiative and problem solving skills;
  • Strong organizational skills;
  • Excellent written communication skills and analytic capacity and ability to synthesize relevant collected data and findings for the preparation of quality analysis and evidence-based policy recommendations;
  • Fluency in Ukrainian and English.
