Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project «H2Diplo – Decarbonization Diplomacy» to fill the position of the:
Energy Advisor (full-time, Kyiv)

The Russian war against Ukraine has changed the country’s priorities and possibilities for implementing energy policy. The short-term priority focuses on ensuring supply security and the repair of damaged and outdated energy infrastructure. At the same time, the Ukrainian Government as well as Germany, the EU and other partners are looking ahead and do not lose sight of the medium- and long-term perspective: to build a prosperous Ukraine based on modern, climate neutral competitive infrastructure and a decarbonized economy.
The H2-diplo – Decarbonization Diplomacy office in Ukraine specifically addresses the foreign policy, geostrategic/economic and macroeconomic implications of the international hydrogen market ramp-up. The project engages with the Ukrainian Ministry for Foreign Affairs as primary political partner and other governmental institutions, academia, think tanks, and civil society to explore possibilities to use green hydrogen to decarbonize and diversify their economies and support Ukraine in ongoing and future efforts to develop the discourse further. Three current major focus areas are:
1) implementation of technical analysis and dialogue promotion regarding export opportunities;
2) exploration of green / decarbonized value chains in Ukraine, with an initial focus on green ammonia and e-fertilizer;
3) cooperation with specific stakeholder groups (such as female experts in energy and promotion) and promotion of multi-stakeholder dialogue overall.
Against this background, the H2-diplo Project is looking for an Energy Advisor, focusing specifically on decarbonization and hydrogen questions and aspects.
The Energy Advisor will join the project manager (Head of H2-diplo Office) who is currently working mainly from Germany with regular visits to Kyiv in implementing the various activities and work streams.
Tasks and Responsibilities:
- Strategic Planning and Advisory Services
- Support the project manager in strategic stakeholder management, including Government, civil society, academia and business community.
- Support the project manager in developing strategic approaches to foster the green hydrogen /decarbonization discourse in Ukraine.
- Provide direct advisory services to political and other partners with respect to aspects of a green hydrogen economy and decarbonization efforts.
- Analyze market trends, regulatory changes, and technological advancements in the hydrogen sector to inform strategy and decision-making.
- Facilitate informed peer learning and multi-stakeholder exchange.
- Support capacity building of implementation partners and different stakeholder groups.
- H2-diplo Ukraine representation in Kyiv
- Representing the H2-diplo project at in-person meetings and events.
- Building and maintaining a network in Kyiv.
- Being the liaison for the project manager and facilitate exchange and discourse with high-level partners and stakeholders.
- Representing H2-diplo within the GIZ staff community.
- Project Management
- Support the project management in coordination with colleagues in country and remotely working from Germany, with a particular focus on communication, event management and logistics.
- Support contract management, including implementing of local procurement processes, steering of external experts /consulting firms, monitoring and evaluation and quality assurance according to GIZ standards.
- Support Monitoring and Evaluation, particular with regards to Ukraine Country Office requirements.
- Learning and Innovation
- Follow the political and economic green hydrogen discourse in Ukraine and the European Union.
- Follow the scientific debate on hydrogen and decarbonization.
- Familiarize yourself with innovative (technological) developments within the sector.
Required qualifications, competences, and experience:
- Master of Sciences (MSc.) in social or political science, energy management, environmental sciences, economics or alike.
- High interest in and passion about hydrogen and decarbonization efforts, energy transition and a climate-neutral future
- At least 3 years of work experience in the energy sector (preferably hydrogen-related) or a closely related field either in public or private sector or with think tanks, academia or the civil society.
- Preferably some distinct experiences in the hydrogen sector.
- Experience with facilitating and advising on structural change and sector reforms.
- At least 3 years of working experience in project management, with proven experience of navigating in and coordinating a multi-stakeholder environment.
- In-depth understanding of the Ukrainian governance system with a specific focus on the energy sector
- Experience in engaging with high-level representatives of Government and /or private entities, ability to network, establish collaborations and create strategic alliances.
- Strong and context sensitive communication skills (verbally and in writing).
- Very good knowledge of English; Ukrainian native level is required; knowledge of German is an asset.
- Strong self-organization skills and goal orientation combined with a high level of resilience, patience and perseverance
- Willingness and motivation to delve into an innovative and fast developing sector including constant reflection, adaptation and new learnings
- Work experience with international organizations or in an international environment is an asset.

Employment conditions
Full-time position with 40-hours working week. The contract duration is until 30.09.2026, starting as soon as possible.
