Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Support of the Ukraine Energy Efficiency Fund (EEF) and the climate-friendly Reform Agenda (S21)” to fill the position:

Energy Advisor (full-time, Kyiv)

The Energy Advisor is a team member in the GIZ-project “Support of the Ukraine Energy Efficiency Fund (EEF) and the climate-friendly Reform Agenda (S2I)”. This project is funded by the Germany Ministry of Environment and Consumer Safety (BMUV) through the International Climate Initiative (IKI). The project is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in close cooperation with the Ministry for Communities and Territories Development of Ukraine. The objective of the project is to support the operationalization of the Ukraine Energy Efficiency Fund (EEF), especially its technical function. In addition, the project supports in coordinating Technical Assistance (TA) services provided by other international institutions as well as contributing to the overall housing and municipal services agenda in Ukraine.

The Energy Advisor also supports the project “Energy efficient district Lviv” ensuring synergies between the two projects.

Responsibilities:

  • Provide professional advisory services to the project team and to a wide range of stakeholders in the areas of energy efficient refurbishment of residential buildings and low-carbon municipal infrastructure, incl. district heating, water supply and wastewater management.
  • Implement project activities in line with the projects operational plan and project indicators together with the project team and in consultation with the projects; counterparts.
  • Coordinate project activities related to planning and implementation of refurbishment projects of multi-family residential buildings and serve as the main contact person for Lvivteploenergo.
  • Serve as the main contact person of the project for Homeowner Associations in Sykhiv district in Lviv and responds to the needs expressed by them.
  • Supports the coordination of project activities related to the modelling of the district heating system in Sykhiv district in Lviv.
  • Prepare the procurement of consulting services and ensure quality and compliance with GIZ rules of the services provided by external experts and service providers.
  • Design, prepare and implement workshops, seminars and other events.
  • Cooperate with national and international experts.
  • Contributing to the reporting cycles of the project.

Required qualifications, competences and experience

  • Masters/MSc or doctorate in Engineering, Architecture or a related field.
  • At least 5 years professional experience in energy efficiency in buildings.
  • Experience in district heating modelling and planning.
  • Experience working international organizations in the field of energy efficiency, preferably in the field of international development cooperation.
  • Practical experience working with HOAs or similar stakeholders.
  • Good knowledge of and existing network in the construction, building materials and professional services sector.
  • High proficiency in written and spoken Ukrainian and English. German knowledge should be aspired if not yet existent.
  • Good working knowledge of ITC technologies (related software, email, internet) and computer applications (e.g. MS Office).
  • Basic understanding of the specifics of technical assistance in the local context in Ukraine.
  • Keen interest in the field of international cooperation for sustainable development in Ukraine with particular focus on climate action and energy efficiency.
  • Ability to self-responsibly organize and implement assigned work and responsibilities.
  • Capacity to collect, process and analyze complex data and information.
  • Willingness to upskill as required by the tasks to be performed.

Employment conditions

Full time position with 40-hours working week. Place of assignment is Kyiv, regular business travel to Lviv is expected. The contract duration is 1 year. Prolongation is possible. Starting as soon as possible.
