Вакансія: Coordination and Liaison Advisor
Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Financing Energy for Low-Carbon Investment – Cities Advisory Facility II (FELICITY II) Eastern Partnership and Central Asia” to fill the position:
Coordination and Liaison Advisor (full-time, Kyiv)

The Energy and Climate Sector of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Ukraine comprises various projects implemented on behalf of the German government to support Ukraine on its way to transforming into an energy-efficient country. Partners of the projects are Ukrainian ministries on the national level, local communities on the municipal level, and companies in private sector. There are 15 projects in the Cluster portfolio.
Responsibilities:
- Ensuring good communication and information flows with all stakeholders (political and implementation partners) and supporting them.
- Liaise closely and regularly with colleagues in the neighboring projects to contribute towards overall coherence and coordination of work.
- Planning and monitoring activities and timely contributions of accurate information to the overall results-based monitoring and knowledge management processes at the GIZ.
- Advise and accompany the national level on legal reform related to the project’s mandate.
Tasks
- Ensure to take over the responsibilities of all the local actions that should be implemented by the project.
- Maintain regular contacts and good working relations with different stakeholders on the national and municipal level.
- Close communication with the component leader of the project on all actions with respect to local development.
- Regular exchange with all the project teams.
- Coordinate the overall knowledge and data management of the Project, including the identification and collection of good practices and success stories and shares the information in the respective field for public awareness raising, visibility and communication purposes.
- Engage in the operational planning, priorities and activities of the team, together with the Project Director and other team members.
- Promote a work environment that is conducive to producing the outputs and delivering the results of the work plan.
- Ensure result-based monitoring and reporting of the Project´s activities and events, achievements and ongoing cooperation with partners.
- Ensures operational procedures within the Project as well as the application of GIZ standards and rules in all processes concerning procurement, contracts, financial management, communications and visibility, integrity, monitoring, reporting, HR, filing of documents in DMS, DMI, etc.
- Provides support to international and local experts during their potential field visits in the Ukraine.
- Organise and manage regular coordination meeting between all relevant stakeholders.
- Support legal reform with conducting legal gap analysis and advising on new regulation project proposals in the field of energy and infrastructure.
- Other duties and tasks at the request of management.
Required qualifications
- Academic degree in social sciences, political science, International Relations, Law, Economics, Finance, Public Administration or similar.
- Proven ability to work in the professional context of change processes.
- Experience in legal and institutional reforms in Ukraine is an asset.
- At least 5-year of theoretical and practical working experience in a multidisciplinary environment, preferably with international stakeholders such as IFIs (International Finance Institutions).
- At least 5 years of experience in cooperation with complex partner- and stakeholder settings in the public or private sector, experience with Ukrainian national legal framework is a strong asset.
- At least 5 years’ experience in project management, prior work experience with GIZ is a strong asset.
- Proven experience with contract management and managing of financial procedures and processes.
- Experience with project monitoring and evaluation in the project context, prior experience with GIZ M&E systems is a strong asset.
- At least 5 years of working experience with international donor agencies or development agencies is a strong asset.
- Excellent social, diplomatic and communication skill.
- Proven ability to work in a politically sensitive context.
- Proven experience and willingness to work in a multidisciplinary project team.
- Good working knowledge of ICT technologies (related to software, phone, fax, email and internet) and computer applications (e.g. MS Office, Access or other database programs).
- Excellent language skills (written and oral) in Ukrainian and English are required.
- Willingness to upskill as required by the tasks to be performed – corresponding measures are agreed with management.
Required skills
- Excellent organizational skills and proven ability to meet deadlines.
- Proven ability to work independently and as part of a team.
- Strong presentation and communication skills (written and oral).
- Very good working knowledge of digital tools and technologies for information processing, communication, content creation, problem solving and computer applications (e.g. MS Office) as an independent user.
- Ability and willingness to travel on a regular base within Ukraine and abroad.
- Proven ability to handle steering functions and strategic coordination in complex contexts.
- Proven ability to maintain courtesy while communicating internally and externally.

Employment conditions
Full-time position with 40-hours working week. Place of assignment is Kyiv. Expected contract start – 01.08.2025. The contract duration is 1 year with an option of extension. This position will require regular travels withing the country.
