Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking for the “Sustainable Finance Unit” in GIZ Energy and Climate Cluster a qualified staff member to fill the position of a:

 Advisor on Financing Instruments (full-time, Kyiv)

(internal SAP code: Financial Systems and Insurance Advisor)

The mandate of the newly established Sustainable Finance Unit (SFU) is to advise and support a broad range of programmes in the Energy and Climate Cluster of GIZ Ukraine on how to incorporate and apply sustainable finance (SF) instruments, products, methodologies and approaches for Ukraine’s green recovery and reconstruction. A key objective in this regard is to pave the way for private capital to be deployed for Ukraine’s build back better agenda. Another important topic for the SFU is the collaboration with Multilateral Development Banks (MDBs). To this end, the different programmes and funds implemented by development banks in Ukraine, respective instruments and target groups will be analysed and monitored to identify most impactful collaboration between technical assistance and financial cooperation. Furthermore, the unit develops financing concepts for new programmes and approaches in the energy and climate sector. In this regard, the SFU is involved in the development of climate- and environmental finance strategies, methodologies and market development. Moreover, the SFU supports the conceptualization and implementation of a Just Transition Fund to support coal communities in their efforts to phase out coal by 2035 (UA objective).

The Sustainable Finance Unit is looking for an Advisor with expertise in Sustainable and Green Energy Finance. Moreover, the advisor should be familiar with the financial instruments and approaches of multilateral and national development banks as well as energy and project finance.

Tasks and responsibilities:

  • Advising GIZ programmes on how to finance (green) energy projects, e.g. RE, EE, energy infrastructure, district heating, etc., in Ukraine.
  • Support the development climate and sustainable finance policy frameworks and strategies against the backdrop of Ukraine’s strategic objectives, namely green recovery/reconstruction, EU Accession, green energy security.
  • Support the design of financial support programs and mechanisms for energy & climate investments.
  • Identify suitable sustainable finance instruments as well as funding sources for specific stakeholders and projects in Ukraine.
  • Review, tailor and adapt international frameworks, principles, and market standards, such as TCFD/TNFD recommendations, ISSB standards, EU sustainable finance framework to the Ukrainian context, conditions, and strategic objectives.
  • Analyse and assess risk-mitigation instruments to mobilize private capital for Ukraine’s green recovery.
  • Ensure regular communication and good working relations with Ukrainian stakeholders on national, regional, and local level.
  • Engage with operational planning, priorities, and activities of the team, in collaboration with Team Leader and other team members.
  • Prepare Terms of References (ToRs) for consultancy contracts and research projects and ensure quality and compliance with GIZ rules of services provided by external experts and service providers.
  • Provide the professional platform for networking and partnership building with national and international financial institutions, national government, local authorities, NGOs, private sector and international development banks and organizations or projects.
  • Provide technical advice to the programmes of GIZ UA’s Energy and Climate Cluster as well as team members and partners.

Required qualifications, competences and experience:

  • MA/MSc in Economics, Finance and/or Energy Economics.
  • At least 4 years of professional experience in the financial industry and/or development banks,
  • Experience with international Sustainable Finance agendas is an advantage.
  • Good knowledge and solid personal network of relevant stakeholders in the field of finance, energy finance in the public and private sector.
  • Work experience in the international development cooperation sector is an advantage.
  • High proficiency in written and spoken Ukrainian and English.
  • Profound interest in the field of international cooperation in Ukraine with a focus on energy/climate/sustainable finance.
  • High political sensitivity and inter-personal skills, capacity to coordinate and communicate with political actors on different hierarchical levels, ability to manoeuvre activities and mediate interests in a complex political context.
  • Proficient use of MS Office Package.

Employment conditions

Full-time position with a 40-hour working week. Place of assignment is Kyiv. The assignment starts in the 2nd half of May 2024. The contract duration is until 31.12.2026.
