Nature of consultancy:

Under the overall supervision of the IOM Chief of Mission, the overall coordination and oversight of the Emergency and Stabilization (E&S) Programme Coordinator and E&S National Officer, and the direct supervision of the E&S Capacity Building Specialist, the successful candidate will assist in implementation of IOM’s Capacity Building efforts under the project “Strengthening Safety of Civilians Crossing the Line of Contact in Eastern Ukraine” funded by the Government of Canada.

Objective:

The main objective of the consultancy is to contribute to the Government of Ukraine’s efforts to improve conditions for and safety of civilians crossing the checkpoints between Government Controlled Area (GCA) and Non- Government Controlled Area (NGCA) through targeted capacity building activities for the different Government agencies‘ personnel working at the checkpoints in close coordination with IOM and State Border Guard Service of Ukraine (SBGS).

Background of consultancy:

The capacity building component of the project is aimed to enhance the knowledge and capacities of relevant personnel working at the exit-entry checkpoints located at the contact line in Eastern Ukraine to prevent and properly respond to potential risky and/or abusive situations that might occur at the line of contact and further compromise the safety of civilians.

Tasks of the Consultant to be performed under the assignment:

  1. Define practical content of the interactive and on-job practical oriented sessions based on the results of training needs assessment;
  2. Develop a training plan on counter-trafficking for selected personnel working at the checkpoints between GCA and NGCA;
  3. Conduct practical workshops covering identified issues and challenges within the service delivery system related to counter-trafficking that may include but are not limited to:
  • Definition of Crime. International Law Regulations of Trafficking. Human Rights of Trafficked Persons;
  • Responsibility of State. National Legal Framework in Counter-Trafficking;
  • Human Trafficking vs Smuggling; Current trends and tendencies;
  • Prevention and Anti-Trafficking Measures;
  • Protection and Assistance to Victims of Trafficking;
  • Risk profile. Mechanism of identification of real/potential victims of trafficking on BCP. Best practice of conducting interview with real/potential victims of trafficking;
  • National Referral Mechanisms of Human Trafficking Related Crimes. Referrals of victims trafficking for the assistance;;
  • NGOs network in counter-trafficking and victims assistance; 
  • Practical cooperation between SBGS and CT units of National Police of Ukraine (NP) to identify, document and investigate the trafficking crime;
  • Practical exercises to conduct interview of real/potential victims of trafficking.

Training workshops will be conducted for total 150 participants; total number of training hours for each beneficiary will be 16.

Outputs of the assignment:

  1. Adjust the training content to the findings of the training needs assessment;
  2. Conduct training workshops on counter-trafficking for the selected participants;
  3. Prepare and conduct pre- and post-assessments of the workshops on counter-trafficking;
  4. Provide monthly reports in English on conducted tasks;
  5. Upon completion of the tasks provide to the IOM a final report on the consultancy assignment and its outcomes, offering observations on the impact of the consultancy.

Qualifications and Experience:

Education

  • University degree in law or social science.

Behavioral

  • Takes initiative and drives high levels of performance management;
  • Contributes to a collegial team environment.

Experience

  • At least five years of professional work and training experience in area of counter-trafficking;
  • Experience in conducting assessments and analyzing their results;
  • Experience in liaising with governmental and diplomatic authorities as well as with international institutions;
  • Knowledge of migration issues will be an advantage.

Languages

Fluency in Ukrainian; knowledge of English would be an advantage

Other

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
