Newsroom Workflow Optimization & AI Integration at Suspilne
Terms of Reference
DW Akademie project, funded by the Federal Ministry of Economic Cooperation and Development (BMZ) “Suspilne Newsroom AI Integration”
- Project Background
DW Akademie is Deutsche Welle’s centre for international media development, journalism training and knowledge transfer. Our projects strengthen the human right to freedom of expression and unhindered access to information. DW Akademie empowers people worldwide to make independent decisions based on reliable facts and constructive dialogue.
The BMZ project aims to modernize the newsroom and production workflows of Suspilne (Ukrainian Public Broadcaster) through the strategic integration of Artificial Intelligence (AI). This initiative will build internal capacity, establish a dedicated AI and Innovation Department, and develop scalable, in-house technical solutions aligned with European public service media standards.
DW Akademie is looking for an innovative and experienced AI-Assisted Developer-Consultant to support the Suspilne team in designing and piloting a modern news planning system for their newsroom.
- Objective of the Assignment
The Consultant will be responsible for leveraging AI-native development tools (Vibe Coding) and analytical methodologies to assist the AI Department in the conceptualization, prototyping, and iterative development of a cutting-edge news planning system tailored to Suspilne’s editorial workflows. The goal is to optimize the digital-first news lifecycle, bridging the gap between advanced AI capabilities and daily newsroom operations.
- Scope of Work and Key Responsibilities
The Consultant will work closely with Suspilne’s news, technical, and IT departments. Core responsibilities include:
- Workflow Analysis & Design: Research and analyze Suspilne’s current newsroom workflows, identify operational bottlenecks (“pain points”), and consult on the design of an optimized, “digital-first” lifecycle for news content.
- Rapid AI-Native Prototyping (Vibe Coding): Collaborate closely with the AI Department’s product owner to rapidly build, iterate, and refine the interface and logic of the news planning system using AI code generation tools.
- Technical Prototyping & Technical Viability Support: Support the product’s journey from the MVP (Minimum Viable Product) stage toward its deployment, regularly updating core logic via AI environments and ensuring technical viability in coordination with Suspilne’s IT department.
- Data Privacy & Compliance: Monitor and ensure strict adherence to Suspilne’s security and privacy policies when integrating commercial Large Language Models (LLMs).
- Internal AI Consulting & Capacity Building: Provide ad-hoc consultations and hands-on guidance to the team, empowering colleagues to adopt AI-native tools (such as Lovable, Cursor, etc.) for their specific tasks.
- Qualifications & Expertise
The candidate must possess the following qualifications to ensure successful cooperation:
- Advanced Prompt Engineering for Development: Masterful command of guiding Large Language Models (LLMs) to generate clean code, robust application logic, and sound web architecture solutions.
- Vibe Coding / No-Code Toolkit: Proven experience working with AI-native development tools and environments (e.g., Lovable, Claude Engineer, Cursor, Windsurf, v0, or equivalents).
- Web Architecture Literacy: Solid understanding of modern web application architecture, including UI/UX principles, API integrations, databases, and webhook workflows.
- Newsroom & Media Knowledge: Clear understanding of modern newsroom dynamics and the lifecycle of a news story from initial lead to multi-platform distribution (web, social media, messengers).
- Mentorship & Communication: Exceptional ability to explain complex technical concepts in a simple, accessible manner, with a strong track record of training and upskilling teams in new tools. Professional fluency in Ukrainian is required; proficiency in English is highly desirable.
