Project Overview

Pact is recruiting for a Technical Advisor, Tuberculosis (TB) for a five-year, USAID-funded project entitled ServingLife. The project will reduce HIV, TB, and Hepatitis C (HCV) transmission through detection, care, and treatment of people living with HIV, TB, drug resistant TB (DR-TB) and HCV in pre-trial detention centers, prisons, and post-prison settings in Ukraine.

Position Purpose

The Technical Advisor, TB will be responsible for ensuring the technical quality and implementation of TB and DR-TB activities under the project, while building linkages between TB and HIV/AIDS care and treatment services for target populations. S/he will work closely with senior management and other technical experts to ensure that TB/HIV and TB programming at national, regional, and local levels is technically sound and contextually appropriate to maximize impact of the project activities. The Technical Advisor, TB will provide expert advice/support and transfer skills through technical assistance and capacity development to government agencies, CSO partners, and other stakeholders engaged in TB/HIV and TB services delivery in the prison system and following incarceration. This position is contingent upon award.

Key Responsibilities

  • Provide technical leadership in the implementation of TB/HIV, TB, and DR-TB detection, care, and treatment services in pre-trial detention centers and prison settings, and continuity of services for ex-prisoners.
  • Participate in the formulation, review, and recommendation of national guidelines and policies on comprehensive TB/HIV, TB, and DR-TB service delivery to detainees, prisoners, and ex-prisoners.
  • Provide recommendations for activities to improve the quality of TB/HIV and TB services and accelerate the uptake of tools and approaches to case management and linkage to care.
  • Advise on performance indicators for monitoring, evaluation, and learning.
  • Lead coordination and implementation of training and capacity development activities on TB/HIV, TB, and DR-TB in supported regions.
  • Contribute to project management, including strategic input on work plans and reports; analysis and reporting of project results; and preparation of reports.

 Basic Requirements

  • At least 8 years of experience in TB programming with expertise in management of TB/HIV co-infection and DR-TB, preferably with key or priority populations.
  • MD or advanced degree (Masters, PhD) in public health, epidemiology, or other related field.
  • Demonstrated technical leadership, strategic planning, policy experience, and problem solving skills.
  • Demonstrated experience in health reform and understanding of health systems strengthening issues and challenges as it relates to integrated TB/HIV and TB programming.
  • Knowledge of best practices in integrated TB/HIV and TB programming.
  • Excellent written and verbal communication skills.
  • Demonstrated analytical and organizational skills
  • Professional level English and Ukrainian ability – both written and oral.
  • Ability to travel to project focus regions.

Preferred Qualifications

  • Prior experience with USAID programs.
  • Experience working in the penitentiary sector, preferably in Ukraine or Eastern Europe.
  • Experience applying a gender lens to TB/HIV and TB programming.
