Position Title: Senior Policy & Liaison Assistant
Duty Station: Kyiv
Classification: General Service Staff, Grade G6
Type of Appointment: Special Short-Term, Six months with the possibility of extension

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Under the overall supervision of the Chief of Mission and the Migration Policy and Governance Officer and the direct supervision of the National Policy and Liaison Officer in coordination with Government Liaison & Capacity Building Officer at IOM Ukraine, and in collaboration with relevant units within the Mission, the incumbent will be supporting all policy and liaison related work of the Policy and Liaison Unit (PLU). The incumbent will assist in the successful implementation of the activities intended to reinforce IOM external capacities as a key policy actor.

Core Functions / Responsibilities:

  1. Assist PLU in keeping daily track of evolving security situation in Ukraine and impact on population movements, humanitarian response and recovery efforts and planning, Government decisions and new legal acts, policy changes and reflecting this information in biweekly Situation Update reports.
  2. Preparing draft inputs and comments to policy documents in the area of migration governance, emergency response and early recovery and support coordination with other units in the mission; provide technical as well as administrative support to organize consultative events jointly with the Government authorities and other stakeholders.
  3. Support and assist PLU unit in liaising with relevant authorities, United Nations (UN) agencies, non-governmental organizations, and other stakeholders on various migration management issues, also in the context of humanitarian response and country’s EU accession process.
  4. Assist PLU efforts in performing activities related to integrating and mainstreaming migration in the various development frameworks and cooperation modalities, such as the drafting of the Country Common Analysis, provision of inputs to the various drafts of the new UN Cooperation Framework, operationalisation of the UN Working Group on Migration, etc.
  5. Support PLU in consolidating analytical materials on Government of Ukraine priorities and strategies relevant to IOM’s mandate as well as in implementing capacity development initiatives/programmes on effective migration management.
  6. Support PLU with the coordination of IOM Ukraine participation in Sectorial Working Groups established by the Government as part of the International and Technical Assistance Mechanism; this will entail collecting periodic updates from each working group, highlighting contributions that IOM needs to provide; arranging internal consultations on particular areas of concern/or interest, etc.
  7. Provide general administrative support to PLU for policy related initiatives such as preparation and organization of conferences, meetings, trainings, and other events, drafting correspondence, briefing notes, presentations and other forms of documentation, supporting the Unit in contracting consultants and other service providers
  8. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • Bachelor’s Degree in Law, Political Science, Social Sciences and International Relations, or a related field from an accredited academic institution with at least four years of relevant professional experience, or
  • High School Diploma with six years of relevant professional experience in above mentioned fields.

Experience

  • Experience in migration research and policy issues, preferably in the context of Ukraine
  • Experience in technical writing, editing, and reporting on the security and humanitarian situation in Ukraine
  • Experience and/or familiarity in liaising with Government and non-Government stakeholders (UN agencies, civil society, private sector, academia, etc)
  • Experience working for international humanitarian organizations, non-government/government institutions in a multi-cultural setting is an advantage.

Skills

  • Good understanding of the humanitarian situation and migration issues in the context of Ukraine
  • Good understanding of migration governance issues in Ukraine, migration policy and legislation and its application is an advantage
  • Excellent reporting, writing and editing skills in English
  • Excellent interpersonal, verbal and written communication, and organizational skills
  • Computer literacy, especially Microsoft Word, Excel, PowerPoint and Outlook.

Languages

For this position, fluency in Ukrainian and English is required (oral and written).
