Position Title: Information Management Specialist
Duty Station: Kyiv, Ukraine
Classification: General Service Staff, Grade G7
Type of Appointment: Special Short-Term, Six months with the possibility of extension
Estimated Start Date: As soon as possible

Context:

Under the overall supervision of the Chief of Mission and the direct supervision of the Information Management Officer, the successful candidate will be responsible for supporting the Programme Support Unit (PSU) in developing or implementing the Information Management (IM) strategy, process, databases and datasets for the Ukraine Mission.

Core Functions / Responsibilities:

  1. In co-ordination with PSU IM Officer, review and evaluate appropriate information management (IM) methodologies, workplans, information needs, tools, and gaps, including for Implementing Partners (IPs).
  2. Plan, develop, and deliver training and tailored support and guidance to programme, reporting, monitoring and evaluation, and other staff, including IPs, in fulfilling requirements related to information management (e.g. inter-agency reporting, monitoring) and capitalizing on datasets to inform programming and otherwise support work.
  3. Support IM focal points at sector and area level, including through deployment, as they develop, revise, and implement IM tools.
  4. Support on mapping of data and data collection tools used by various units in IOM Ukraine mission and sub offices.
  5. Coordinate with IM focal points from programming/technical units in IOM Ukraine to iteratively review information needs, IM tools, and gaps, including for Implementing Partners (IP), and ensure systems or tools align.
  6. Coordinate with IM focal points at sector and area level, including through deployment, as they develop, revise, and implement IM tools, and ensure systems or tools align.
  7. Support on development of and reporting against key indicators for the 3R or related programming, in line with any inter-agency reporting requirements related to appeals, country or UN-wide cooperation frameworks or programmes, donor reporting requirements, and IOM’s Strategic Results Framework. Contribute to reporting products as needed.
  8. Support on building IM capacity of sectoral IMs, IPs and relevant colleagues.
  9. Provide mapping and IM supports to Program Support Unit and other units including field offices.
  10. Provide specialized support on data cleaning, data analysis and data visualizations.
  11. Support on creating various infographics and reports using adobe creative clouds, Power BI and Arc GIS.
  12. Perform such other duties as may be assigned.

Required Qualifications and Experience

Education

  • High school diploma or equivalent with seven years of relevant working experience.

or,

  • University degree in Computer Sciences, Geographic Information System (GIS), Management Information System (MIS), or a related field from an accredited academic institution with five years of relevant professional experience;

Experience

  • Experience in ARC GIS and mapping;
  • Experience in Adobe illustrator and Adobe in-design;   
  • Experience in using two or more of the following tools: SQL, PowerBI, Tableau, Excel, or ArcGIS suite; 
  • Experience in the implementation of database systems (such as registrations, activity data, census or surveys), including cleaning and analysis of data; 
  • Experience in planning and delivering end-user training, undertaking information systems support, and coordination with stakeholders with different levels of technical knowledge and abilities;  
  • Sound knowledge and experience of the international humanitarian system, in project coordination, implementation as well as monitoring and evaluation, and in liaising with stakeholders across IOM or a comparable international organization; 
  • Data visualization and design experience, including with the Adobe Suite (Illustrator and InDesign) desirable; 
  • Knowledge and experience with IOM systems and programming desirable.

Skills

  • Ability to work independently and under limited supervision;
  • Excellent communication and writing skills;
  • Excellent organization skills; 
  • Proven ability to use MS office and advanced statistical skills including knowledge of database management, statistical and project management software is a strong advantage.

Languages

For this position, fluency in English and Ukrainian is required (oral and written).
