USAID/Ukraine Energy Security through Competitive Energy Markets ES-CEM project started in July 2018 in Kyiv, Ukraine and will be operating country-wide with the mission to enhance Ukraine’s energy security, to improve the energy legal and regulatory environment and to increase resilience of energy supply, which will help Ukraine to achieve broad-based, resilient economic development to sustain country’s democracy.

Project Summary:

Tetra Tech was recently awarded a contract from USAID/Ukraine for the Energy Security Project (ESP). The project will run for five years and will work closely with the Government of Ukraine to establish competitive energy markets, support mechanisms for renewable energy generation and develop improved energy sector policy and strategy. 

Position Summary:

The Gender Specialist will ensure the integration of gender and social inclusion throughout the project’s activities, working closely with project leadership, partners, and other stakeholders.  Key activities will include designing, implanting, and disseminating findings for gender and social inclusion analyses, gender and social inclusion action plans, and other approaches to achieving project goals.  She/he will work closely with other project staff, such as with the M&E Manager to ensure collection and disaggregation of gender and social inclusion related performance data and contribute to the analysis and interpretation of that data. The Gender Specialist will lead on key activities including planning and delivering public events, producing and communicating success stories related to women and vulnerable populations, and conducting gender training for project staff.

 The Gender Specialist will report to the M&E Manager. She/he will work under the technical guidance of the project’s Technical Manager for Gender and Social Inclusion based at Tetra Tech’s headquarters in the United States.

 Gender and Social Inclusion Responsibilities:

  • Design, conduct, and implement gender and social inclusion analyses and produce subsequent high-quality reports based on USAID’s Gender Policy, ADS 205, and other guiding documents.
  • Develop a Gender and Social Inclusion Action Plan for project activities with well-defined goals and timelines, mapping out strategic areas for gender integration that articulate with Work Plans and ME&L plans.
  • Develop a Gender and Vulnerable Populations strategy to define approaches to inclusive policy formulation and service delivery, and engagement with women and vulnerable populations on self-advocacy, active citizen participation and social oversight as energy consumers.
  • Develop and implement a Stakeholder Engagement Plan to leverage expertise, knowledge, and contributions to advance the project’s gender and social inclusion goals, including exploring synergies with other donor-funded energy projects. To the extent possible, collaborate with project partners, grantees, government counterparts, and other stakeholders to advance key project goals via this engagement strategy.
  • Collaborate with project leadership, partners, grantees, and other stakeholders as appropriate to develop and execute public events, round tables, panels, road shows, town halls, and other events to: 1) highlight women and underserved groups in the energy sector, 2) to raise specific challenges or barriers women and other underserved groups encounter energy sector employees in technical or leadership positions, and 3) to identify concerns specific to women and underserved groups as consumers in regards to changes in energy markets.
  • Review and provide gender-sensitive feedback on draft policies, legislation, regulatory documents, outreach strategies for technical training recruitment, and other project products for integrated, effective, and context-specific gender and social inclusion content, language, and representation.
  • Coordinate with Communications staff to contribute to innovative outreach campaigns and communications tools to effectively disseminate information to, and engage with, diverse beneficiary and stakeholder groups, such as through social media and traditional media outlets.
  • Under the guidance of the Gender and Social Inclusion Specialist at headquarters, conduct gender training for all project staff that includes raising awareness of broad gender issues (e.g., sex verses gender, gender norms, gender inequalities, hidden biases, etc.); Ukrainian gender and social norms and barriers to equality; specific gender and inclusion challenges for the energy sector based on gender analyses; and the specific data collection and disaggregation requirements for gender data.
  • Contribute to the development of staff guidelines and policies, such as anti-sexual harassment and whistle blowing policies, and ensure alignment with Ukrainian law.
  • Develop and implement surveys, questionnaires, focus group questions, information capture forms, and other tools to gather gender and social inclusion data on event presenters and participants, training participants, beneficiary groups, energy sector companies, and other key stakeholder groups.
  • Coordinate closely with the M&E Manager to ensure the continuous collection and monitoring of rigorous gender data against indicators and targets in accordance with USAID’s Gender Policy and reporting expectations.
  • Submit updates on gender and social inclusion work at intervals agreed upon by the COP, USAID/Ukraine, Tetra Tech/ESI and MSI. Include details on progress, areas of concern, success stories, and forward-looking goals in the regular updates. Ensure that these reports are produced on time and in a technically valid, high-quality manner.
  • Regularly contribute content to quarterly and annual reports, and respond to other requests for information from the USAID Mission in Ukraine, project leadership, Tetra Tech and MSI.
  • Develop systems to track and monitor activities, success stories, progress towards goals, reporting, and steps taken to mitigate concerns or problems.

Qualifications:

  • Degree in social sciences or related field.
  • Minimum three, preferably more than five, years’ experience integrating gender and social inclusion approaches into projects funded by international donors (preferably USAID), including conducting gender analyses, working with local CSOs, and developing gender and social inclusion action plans.
  • Familiarity with data collection methods, data interpretation, and analysis.
  • Detailed knowledge of Ukrainian social contexts and norms as applicable to gender, socio-economic status, persons with disabilities, religious and ethnic minority groups, and other underserved groups.
  • Preference for knowledge of gender and inclusion considerations specific to the energy sector.
  • Ability to work in a team environment as a champion for gender and social inclusion.
  • Ability to produce high quality work under deadlines.
  • Strong writing and communication skills.
  • Strong organizational, professional, coordination, and interpersonal skills.
