Title of consultant:

Partnership and Fundraising Specialist

Purpose of consultancy:

Under the guidance of the UNFPA Representative, The Partnership and Fundraising Specialist participates in the overall effort to mobilize an appropriate and sustainable funding base for UNFPA Country Office. The Partnership and Fundraising Specialist  is responsible for the development and implementation of the country office resource mobilization and partnerships development strategy and resource mobilization plan

The key results of this consultancy will be creation of strategic partnerships, development and implementation of RM and partnerships development strategy, ensuring sustainable funding base for the programme.

Scope of work:

(Description of services, activities, or outputs)

  • Assessment (external and internal) of CO opportunities for resource mobilization and identification and mapping of current and potential donors
  • Undertake analysis of ODA and donor funding streams in order to formulate a donor pipeline and strategically target donors and partners for engagement
  • Analysis of key development areas currently being discussed and implemented in the country and key donors willing to support these areas
  • Work closely with colleagues responsible for budget planning to identify funding gaps, prioritize fundraising needs and set fundraising targets.
  • Build on existing research (i.e. donor/partner mapping) on prospective donors, foundations, impact investors and corporations including current and upcoming RFPs and priority areas of giving
  • Develop and implement RM and partnerships development strategy together with country-specific resource mobilization plan, which should be in line with organization-wide resource mobilization strategies, including roles and responsibilities of self and programme team members, with clear activities and targets that can be monitored
  • Synthesis of proposals and inputs to the development and implementation of a resource mobilization strategy and plan
  • Identification of emerging modalities for funding, assessment of their current usage and potential for the future
  • Inputs to outreach/publicity material geared towards partners and donors
  • Identification of opportunities for partnering with UN Agencies around UNDAF, SDGs and HNA.
  • Identification and synthesis of best practices and lessons learned directly linked to resource mobilization and partnership-building activities
  • Organization of training/briefing for the CO staff on resource mobilization issues

Duration and working schedule:

October 2016 – March 2017, full time

Place where services are to be delivered:

UNFPA, office (Kyiv, Ukraine)

Delivery dates and how work will be delivered (e.g. electronic, hard copy etc.):

  • Upon the completion of consultancy assignment, the consultant should report to UNFPA on achievement of the following deliverables: Desk review of donor pipeline and existing documents;
  • Mapping of prospective donors/partners, foundations, impact investors and corporations with development of fundraising and partnership tracking system;
  • UNFPA funding gap analysis and fundraising targets;
  • Develop resource mobilization & partnership development strategy and action plan
  • Develop funding proposals as per action plan targets (at least 4);
  • Develop of concept notes as per action plan targets (at least 6);
  • Develop and conclude partnership MOUs with private sector (at least 3)
  • Develop background materials and content for donor and partnership outreach;
  • Meeting schedule and minutes with potential partners and donors.

Monitoring and progress control, including reporting requirements, periodicity format and deadline:

Daily work monitoring to be done by Mr. Caspar Peek

Supervisory arrangements:

Consultant to be supervised by Mr. Caspar Peek;

Technical support and guidance to be provided by Mr. Pavlo Zamostian

Expected travel:

Possible field visits based on agreed work plan and needs;

Required expertise, qualifications and competencies, including language requirements:

  • A recognized advanced degree (at least Bachelor’s).
  • At least 18 months relevant work experience: (research, work with development agencies/NGOs, drafting and editing reports and publications). Experience of work with the development and private sector would be an asset.
  • Excellent capacity for developing and maintaining a network of contacts with potential donors and partners. Self-starter with initiative, drive and the capacity to spot potential.
  • Fluency in English. Knowledge of language of the duty station is an asset.

Fees to be paid monthly, upon UNFPA certification that deliverables have been produced satisfactorily.
