Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking a qualified professional for the project “Rebuild Green Ukraine” (working title) in the framework of “EEF | Support to the National EE Fund and the Climate-friendly Reform Agenda (S2I) in Ukraine” to fill the position:
PR and Communication Specialist (full-time, Kyiv)

The Energy and Climate Sector of Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) Ukraine comprises various projects implemented on behalf of the German government to support Ukraine on its way to transforming into an energy-efficient country. Partners of the projects are Ukrainian ministries on the national level, local communities on the municipal level, and companies in private sector. There are 15 projects in the Cluster portfolio. In their operations, all projects are supported by a Communications’ Unit to guarantee the proper communication of projects’ goals and results. To strengthen the Communication team ahead of the growing projects portfolio GIZ is looking for a qualified professional to fill the position of PR and Communication Specialist. The PR & Communications Specialist will work for two projects.
We are looking for a full-time PR & Communications Specialist with a firm grasp of political realities and sensitivity to create and implement a national communication strategy with the aim to strengthen visibility and understanding of the usefulness of green modernization and rebuilding of family houses. “Rebuild Green Ukraine” supports the Ukrainian government in the strategic further development of the Energy Efficiency Fund to achieve the climate targets and a green reconstruction. EEF-financed investments lead to lower energy costs and improved comfort for households. Owners benefit from an increase in the value of their properties. Furthermore, the PR & Communications Specialist supports the project Support for the Establishment of an Emissions Trading Scheme (ETS) in Ukraine. ETS creates institutional and technical capacities for emission trading system (ETS) in Ukraine, which are aligned with international commitments, as well as to support launching an ETS with its pilot phase.
This position foresee several Ukraine-wide travels and a low number of business trips to third countries (e.g. Poland, Germany).
Key responsibilities:
- Creating and implementing a communication strategy to foster the visibility and the understanding for the instruments of the Energy Efficiency Fund
- Manage stakeholder-engagement to ensure cross-sectoral coordination and alignment between media, politicians, government, donors and NGOs.
- Monitoring the implementation of the strategy and ensuring quality of outreach-strategies
- Using your knowledge about country-wide communication strategies and social media campaigns
- Identifying and managing of external communication services and agencies
- Prepare terms of references for contracts and accompany the implementation
- Creating and coordinating the digital and offline PR activities of different projects in the cluster
- Delivering high quality communication products such as presentations, videos, press releases, newsletters, posts on websites, social media, fact sheets, etc.
- Communication with the national press, national and regional partners, international donors and implementing organizations, other GIZ projects and the GIZ country office
- Supporting projects with strategic orientation of communication to various target groups, while presenting a consistent corporate image and communicating GIZ corporate policy and strategy to staff in the cluster;
Required qualifications, professional experience and personal competences:
- University degree or comparable training in PR / Communication or equivalent education;
- At least 5 years of work experience in the field of communication (Press and Public Relations, including social media, Journalism or similar) – ideally in a related technical field (knowledge of energy (efficiency) and the reform agenda of the Ukrainian government is an advantage); thereof two years with an international organization
- High proficiency in written and spoken Ukrainian and English. German knowledge is a plus and should aspire if not yet existing;
- Very good oral and writing skills; competent and confident style of communication and presentation with public and target-oriented groups;
- Experience with the creation and implementation of national communication strategies
- Experience with the organization of High-Level events
- Experience with the management of service providers and cooperation partners
- Production of PR-material such as videos, fotos, speaking points for different information channels;
- Proficient use of MS Office Package;
- Open-minded Team player with excellent intercultural competences;
- Strong organizational and planning competences;
- Excellent communication, writing, presentation and organisational skills;
- Ability to work flexibly and independently, often under tight deadlines;
- High degree of discretion, integrity and sense of tone.

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. Due to administrative issues the contract will be till end of September 2029, with an option to prolong it.
