SCOPE OF WORK  

Short-Term Strategic Communications Advisor for the Supreme Court (SC)

Estimated Period of Performance/Level of Effort: 6 months (8 hours per week)

Chemonics seeks a private entrepreneur to serve as a short-term Strategic Communications Advisor for the Supreme Court (SC) for the ongoing USAID Transformation Communications Activity (TCA) in Ukraine. The project aims to partner with the Government of Ukraine (GOU), private sector, and civil society to increase the resilience of Ukraine’s democracy through innovative communications initiatives that engage Ukrainians in a conversation about the country’s democratic transformation and European integration. The objectives of the Activity are to equip USAID and its partners to conduct data-driven communications; increase the quality and quantity of strategic communications on reform dividends; and broaden the use of social impact content by Ukraine’s civic leaders and creative sector.

Responsibilities 

  • Provide advice on Supreme Court (SC) communication strategy and policy, implementation plan and contribute to implementation process;
  • Provide advice on arranging work with Russia’s war crimes cases in the SC communication department and within press officers of the courts of first and appellate instances; 
  • Provide technical advice, guidance and support on crisis communications regarding Russia’s war crimes cases and high profile cases for SC, courts of first and appellate instances;
  • Provide advice on communications regarding judicial reform issues pertaining to the armed-related context;
  • Arranging media training for judge-speakers and press officers (for SC, courts of first and appellate instances); 
  • Provide consultation on the communication process, general policy, and standards and messaging activities for the communication of Russia’s war crimes cases and high profile cases;
  • Provide consultation on the creation and implementation of media, communications, and public relations strategies on Russia’s war crimes cases;
  • Consult on crises communications regarding SC judges’ verdicts  (as required);
  • Communication support of SC’s media events on Russia’s war crimes and high-profile cases (if needed); 
  • Synchronise work on war crimes topic with Office of the Prosecutor General TCA comms team and other external stakeholders;
  • Report to TCA and the SC
  • Provide written reports on a weekly, monthly, and as requested basis on the progress of their work within the SC.

Expert Profile requirements 

  • Master’s university degree (preferably in communications, law, information, marketing, or other relevant field related to PR and Communications);
  • Fluent in Ukrainian and English writing and speaking 
  • Strong facilitation and communication (written and oral) skills, ability to communicate effectively at all levels;
  • Proven organizational skills; 
  • Good analytical skills;
  • Proactive, results-driven approach, track record of successfully working in a reform-driven environment;
  • Ability to work both in a team and autonomously with minimum supervision but within the respect of given constraints and guidelines;
  • Advanced computer literacy

General professional experience

  • Minimum 8-10 years of professional experience in communications
  • Experience in legal communication or human rights 
  • Experience in court communications will be an advantage
  • Proven experience in successful communication campaigns and strategic communication leadership
  • Experience in working with government bodies is a must. Experience in working with courts will be an advantage
