Context:

Under the direct supervision of the National Procurement and Logistics Officer and overall supervision of the Chief of Mission (COM) and Senior Resources Management Officer, the Senior Procurement Specialist will be responsible for providing necessary support in matters of the procurement, administrative and assets management of the IOM Mission in Ukraine and will provide general assistance and support for the performing of the same services for the European Union Border Assistance Mission to Moldova and Ukraine (EUBAM).

Core Functions / Responsibilities:

  1. Organize the procurement processes including preparation and conduct of request of quotations/proposals, receipt of quotations, bids or proposals, their evaluation, negotiation and conclusion of contracts, ensuring the cost saving and reduction strategy.
  2. Facilitate the full compliance of procurement activities with IOM rules, regulations, policies and strategies.
  3. Assist the National Procurement and Logistics Officer in the control and monitoring of the procurement activities of the IOM Mission in Ukraine and EUBAM, optimization of the procurement process and documentation control, and monitoring of budget implementation related to the procurement of goods and services.
  4. Ensure proper maintenance of procurement records, regular update of contract, procurement and administrative hard copies and electronic data bases.
  5. Assist the National Procurement and Logistics Officer to conduct market research, study potential suppliers and analyse international / regional information on the availability and pricing of goods and services.
  6. Prepare statistic and administrative reports, including the follow up of the reimbursement scheme.
  7. Provide administrative and logistical support in shipment/customs, brokerage related, staff relocation issues, and IOM activities including organization of conferences, training events, workshops, retreats.
  8. Assist with monitoring of logistic services, including maintenance of buildings, maintenance of the fleet of the IOM Mission and EUBAM vehicles and other common support services.
  9. Support the performance of inventory control and assets management, maintain the records and files on assets management, coding and tagging, reporting about the results to the National Procurement and Logistics Officer and the Global Procurement and Supply Unit and assistance with inventory process and assets management in EUBAM.
  10. Be responsible for the administration of SAP MM module, including the constant tracking of the most recent changes in the procedures.
  11. Provide general support to administrative desk in external/internal communication and correspondence with vendors.
  12. Perform such other duties as may be assigned. 

Required Qualifications and Experience

Education

  • High school degree or equivalent with 6 years of professional work experience.

OR

  • Completed advanced university degree from an accredited academic institution preferably in Business Administration, Management, Logistics, Procurement or an equivalent combination of training and experience with 4 years of professional work experience.

Experience

  • Excellent level of computer literacy;
  • Good knowledge of SAP/PRISM an advantage
  • Ability to use own initiative and work under pressure with minimum supervision
  • Strong interpersonal and communication skills
  • Attention to detail and ability to organize
  • Self-motivated and objective driven

Languages

Fluency in English, Ukrainian and Russian is required.

A prerequisite for taking up the position is legal residency in the country of the duty station and work permit, as applicable.
