 POSITION OVERVIEW 

Under the supervision of the Safety & Security Coordinator, the S&S Manager will be responsible for assisting the Security Coordinator with the security management of all humanitarian activities at the field level, with a focus on information gathering, analysis, and ensuring all Global Security protocols are being adhered to. 

KEY RESPONSIBILITIES AND DELIVERABLES

• Establishes and maintains close relations with security stakeholders in assigned location. 
• Ensure compliance to FHI 360 Ukraine Security protocols.
• Serves as the Acting Safety & Security Coordinator when supervisor is on leave. 
• Leads Security Risk Assessment for new project locations. 
• Provides technical assistance, in coordination with the Safety & Security Coordinator, to FHI 360’s partners. 
• Maintains dialogue with regional authorities and international institutions such as UNDSS and NGO Security forum, in matters of security. May attend Security Meetings in absence of the Security Coordinator.
• Serves as a member of interdisciplinary team on matters of non-routine nature, such as evacuations, relocations, medical emergencies, or hostilities that threaten the safety of FHI360 staff.
• Supports the on-going evaluation of access routes and resources for everyday programming and contingency planning. 
• Conducts physical security inspections of facilities, including safe room, issuance of identity cards, and entry control.
• Ensures that staff members are kept fully informed on matters affecting their security and safety. 
• Supports the Security Coordinator in implementing policies and establishing procedures and preparing contingency plans for emergencies. 
• Ensures availability of emergency communications system by making periodic checks to determine if systems are functioning properly, arrange for necessary repairs or adjustments.
• Provides on-site Security Briefing to new arrivals. 
• May directly manage Security Officers and provide training for all FHI 360 drivers. 
• Assists in creating a security culture around the organization.  

 DESIRED QUALIFICATIONS 

• University degree or equivalent in Security management, information management or business administration, political/social science or international relations with focus on security management or other relevant education. 
• 5 years of progressive responsible experience in security management. 
• Previous experience in a similar role with another organization is preferred. 
• Fluent in Ukrainian and excellent in English.
