Office/Unit/Project Description
The United Nations Development Programme (UNDP) works in about 170 countries and territories, helping to eradicate poverty, reduce inequalities and exclusion, and build resilience so that countries can sustain progress. As the United Nations’ development agency, UNDP plays a critical role in helping countries achieve the Sustainable
Development Goals (SDGs). 
 
In Ukraine, UNDP operates in five programmatic areas of support: government capacities for crisis response andmanagement; sustaining provision of public services; emergency works facilitating return and reconstruction; incomes, livelihoods and the private sector response; and civil society and maintenance of the social fabric.
The war in Ukraine has resulted in significant loss of life; unprecedented displacement, internally and towards neighbouring countries; and devastating destruction of infrastructure. Eighteen years of socio-economic achievements in Ukraine are at risk. UNDP’s core engagement is to preserve development gains as fully as possible,
and to return Ukraine to pathways towards achieving the SDGs as quickly as possible.
UNDP launched its Resilience Building and Recovery (RBR) framework for Ukraine on 11 April 2022 to immediately respond to the development and humanitarian challenges. The overall objective is to preserve development gains in Ukraine, mitigating risks of descent into a governance and service delivery crisis, embedding activities for recovery
from the onset of the humanitarian effort, and facilitating a swift return to development pathways and processes for national attainment of the SDGs.
Building on the outcomes of the Ukraine Early Recovery Programme (UERP) – multisector framework loan from the European Investment Bank being implemented from 2015 and targeting the investments in the reconstruction of social municipal infrastructure in the Eastern Ukraine, the new Ukraine Recovery Programme (URP) started in late
2021 aimed at supporting follow-up EUR 340 million investments in critical public infrastructure in areas affected by the war. At the beginning of the URP, it was expected that the programme would cover the same regions as it was under UERP. Following the military aggression in Ukraine, the URP implementing partners have agreed to expand
the Programme to the territories under the control of the Government of Ukraine, regions where there are no active hostilities (territories with a lower risk of recurrence of hostilities) and those that accept a significant number of IDPs. The priority is given to URP sub-projects aimed at recovery of the most critical social infrastructure (schools,
hospitals, water treatment) and housing for IDPs in the conflict-affected areas (de occupied regions of Kyiv, Zhytomyr, Sumy, Chernihiv oblasts, city of Kyiv, and supporting Vinnytsia, Dnipropetrovsk, Kirovohrad, Odesa, Poltava, and Cherkasy oblasts) to provide decent living conditions for displaced people and host communities.
The first phase of the URP started in August 2022 with the announcement of the first call of proposals according to the renewed criteria and to select of the most urgent and critically important applications from the final beneficiaries of target oblasts and the city of Kyiv. As of now, the new batch of 45 UERP sub-projects and four batches of 157 URP sub-projects were approved for implementation within EIB-funded programmes.
Within the framework agreements with the Ministry for Communities, Territories and Infrastructure Development of Ukraine (MCTID), UNDP is providing Technical Assistance (TA) to the EIB’s UERP and URP framework loans considering the similarity of both programs, their joint principles, and approaches to implementation (“Project”). UNDP is committed to strengthening the implementation of the UERP and URP through technical support for the effective management of sub-projects during the main active phases of the project cycle, including planning, design, procurement, construction work, and monitoring as well as providing regular consultations to the UERP/URP final beneficiaries and local stakeholders. Thus, the TA Project is aimed at contributing to the social and economic recovery of the targeted war-affected regions of Ukraine.
The overall objective of this assignment is to ensure the proper implementation of reporting activities for the UERP/URP framework loans provided by the EIB.
UNDP Ukraine invites applications from highly qualified and experienced Ukrainian professionals for the post of Reporting Officer.

 

Scope of Work
The Reporting Officer is responsible for all types of reporting related to the EU-UNDP Technical Assistance project implementation, results achieved and generated impacts.
 
I. Reporting on the EU-UNDP Technical Assistance project results:
• Ensure timely drafting of the EU-UNDP Technical Assistance project reporting documents, including but not limited to progress, annual, final, and ad hoc interim reports in line with UNDP’s corporate and donor’s requirements, and submit them to the National Project Manager for review;
• Assist the National Project Manager in the preparation of reporting packages for submission to donors and other stakeholders, including the relevant annexes with structured information and statistics, infographics, etc.;
• Review the monitoring and evaluation reports, reports on the conducted studies, including supplementary materials (dashboards, presentations, infographics, etc.) prepared by individual consultants and/or organizations contracted within the EU-UNDP Technical Assistance project;
• Liaise with the UNDP Country Office relevant teams and provide requested inputs for the corporate strategic reports, Integrated Monitoring and Reporting Platform (IMRP), and Quantum;
• Contribute to the development of Country Office annual report and review reports from implementing partners, UNDP’s grantees supported within EU-UNDP Technical Assistance project, and any other relevant stakeholders;
• Work closely with the UNDP TA team to ensure that lessons learned from project evaluations are properly documented and included in relevant reports.
II. Implementation of communication strategy and relevant activities:
• Execution of the EU-UNDP Technical Assistance project’s communication strategies and activities across multiple channels at national and regional levels;
• Develop and maintain system of reporting of activities of the EU-UNDP Technical Assistance project under implementation;
• Contribute to the preparation of publications for articles of interest related to EU-UNDP Technical Assistance project and circulate them to UNDP communication specialists, project’s staff, other relevant stakeholders;
• Research, document, assess studies and policy activities related to EU-UNDP Technical Assistance project;
• Serve as a focal person and liaise with communications personnel of other projects and UNDP Country Office, summarize and convey EU-UNDP Technical Assistance project news and achievements for publication on the UNDP website;
• Ensure development and publication of the EU-UNDP Technical Assistance project promotion and information materials such as leaflets, brochures, newsletters, and ensure quality and timely of their production;
• Perform editing of EU-UNDP Technical Assistance project reports and promotion materials and assure that such materials meet UN communications requirements;
• Ensure wide and target distribution of EU-UNDP Technical Assistance project reports and information materials produced;
• Ensure that EU-UNDP Technical Assistance project information is kept updated on SharePoint and UNDP and other web-sites where necessary;
• Prepare EU-UNDP Technical Assistance project related correspondence, maintain contacts with governmental and non-governmental institutions, local authorities, NGOs, academia, etc.;
• Prepare articles, success stories and talking points on various issues relevant to the EU-UNDP Technical Assistance project objectives;
• Coordinate the work of production and printing agencies involved in creation of audio/video/animation/print products on the request of the EU-UNDP Technical Assistance project;
• Contribute to the organization of experience-sharing, networking and capacity development events as part of EU-UNDP Technical Assistance project activities;
• Contribute to the preparation of press-announces and press-releases on the activities of EU-UNDP Technical Assistance project in both English and Ukrainian languages for further distribution;

III. Capacity development and knowledge sharing:

• Analyze evidence to inform management decision-making, improve effectiveness and efficiency of the EU-UNDP Technical Assistance project, identify best practices and lessons learned;
• Contribute to knowledge networks and communities of practice;
• Provide trainings for EU-UNDP Technical Assistance project beneficiaries and stakeholders supported under EU-UNDP Technical Assistance project, on reporting requirements and related aspects;
• Participate in trainings for EU-UNDP Technical Assistance project personnel for further professional growth through active learning.

The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.

Institutional Arrangement
The Reporting Officer will work under the guidance and direct supervision of the National Project Manager of the EU-UNDP Technical Assistance project.

Required Skills and Experience
 
Education:
  • Advanced university degree (Master’s degree or equivalent) in Social Sciences,Data Analysis, Statistics, Journalism, Economics, Public Administration, Business Administration or related field is required, OR
  • A first-level university degree (Bachelor’s degree) in the areas mentioned above with additional two (2) years of qualifying experience will be given due consideration in lieu of Master’s degree.
 
Experience:
  • Applicants with a Master’s degree (or equivalent) in a relevant field of study are not required to have professional work experience.
  • Applicants with a Bachelor’s degree are required to have a minimum of two (2) years of relevant professional experience in Reporting, Monitoring and Evaluation or related development work. 

 

Required skills: 

  • Strong analytical thinking and data analysis skills

  • Excellent knowledge of MS Office applications
  • Ability to work effectively in a team and in an international environment

 

Desired skills in addition to the competencies covered in the Competencies section:

  • Prior experience in working with IFIs-funding projects would be an asset
  • Experience in monitoring and evaluation of projects (M&E) would be an asset
  • Proven experience in reporting project activities and deliverables is an advantage  

 

Required Language(s): 

  • Fluency in English is required.
  • Fluency in Ukrainian is required for local personnel.
