Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH in Kyiv is seeking for a qualified professional for the program “Strengthening Communities in War-Affected Regions in Ukraine through Localized Action (EMPOWER)” and its component to support the social and economic (re-)integration of veterans and people with disabilities to fill the position of a:
Project Advisor (in Lviv / Odesa / Ivano-Frankivsk, full time)

The war of has massively destabilized the socio-economic situation in Ukraine. Millions of people have been displaced, and local labor markets and educational structures have been severely weakened. Veterans and people with disabilities are among the groups who are particularly disadvantaged in terms of access to income, training, and social participation. According to estimates by the Ukrainian Veterans Foundation and the Ministry of Veterans Affairs, the veterans’ community in Ukraine will grow to as many as 5 million people in the future. At the same time, according to the WHO, over 2.7 million people with disabilities already live in Ukraine – a number that is rising due to war-related injuries.
The social and economic (re-)integration of veterans and people with disabilities is a key component of social cohesion and for sustainable development. Targeted support is needed to help veterans and people with disabilities acquire new professional skills and cope with mental or physical impairments.
However, local structures are overburdened in many places, and there is a lack of sufficient opportunities for training, employment prospects, and psychosocial support. The project therefore focuses on the provision of socially embedded labor market integration measures in selected oblasts.
Key responsibilities:
- Working closely with project management and advisors from other components and projects to support the program in achieving its goals.
- Managing contact with partner institutions and for the establishment of partnerships with civil society, service providers and municipal institutions.
- Setting up contracts for implementing partners including monitoring and evaluation of activities
- Coordinate small scale construction measures in alignment with internal GIZ units
- Focusing on administration and contract preparation and management, responsible for organizing events such as dialogue forums between civil society organizations and state actors.
- Monitoring and evaluating tasks, contributing to reporting and to communication and visibility of activities and the donor.
- Perform other tasks assigned by the head of component or the program management
Required qualifications, professional experience and personal competences:
- MA or post-graduate degree in political sciences, economics, international business, communication or in a related field (law, social sciences, engineering).
- At least 3-5 years professional experience in project management in a complex setting, ideally related to job placement, employment promotion and psychosocial support.
- Proven experience in liaising with stakeholders such as government officials, private actors, civil society and the press.
- Native written and spoken Ukrainian; excellent command of the English language; knowledge of German is an asset.
- Very good working knowledge of IT technologies (related software, phone, fax, email, the internet) and computer applications (e.g. MS Office).
- Team player with excellent intercultural competences.
- Strong organizational, planning and managerial skills.
- Excellent communication skills in speaking, writing and presenting.
- Ability to work flexibly and independently, often under tight deadlines.
- High degree of discretion, integrity and sense of tone.
- Willingness to travel frequently within Ukraine.

Employment conditions:
Full-time position with 40-hours working week. The duty station can be in Lviv, Odesa or Ivano-Frankivsk. Starting in January 2026. The contract duration will be 12 months with the possibility of prolongation.
