Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professional for the program “Skills4Recovery” to fill the position of the:
Policy Advisor in EU accession (full-time, Kyiv)
(internal SAP code: Advisor)
The project «Skills4Recovery» is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The political partners are the Ministry of Education and Science of Ukraine and the Ministry of Economy of Ukraine.
The objective of the project «Skills4Recovery» is to increase the availability of a qualified workforce for the Ukrainian recovery process. The provision of qualified labor in sufficient numbers is based on creating adequate educational opportunities for all people of working age – this includes initial education for young people and further education for adults.
Key responsibilities:
- Development and coordination project activities in the EU accession, aligning national policies with focus on education, employment etc.
- Development info events, training sessions, workshops, study visits inside Ukraine and abroad
- Support national legislation analysis, defining gaps, priorities, elaboration policy recommendations in EU accession process
- Support of working groups, expert teams, secretariat and other units on the side of Ukrainian partners and GIZ
Tasks:
- Develops and implements EU activities (e.g. drafting National Programme for the National Legislation Adoption of the EU Acquis, reform roadmaps), supports contacts with partners and stakeholders
- Performs full cycle of project document processing (tenders’ announcement, terms of reference development for service/procurement contracts etc.)
- Prepares, implements and documents project events (g. training sessions, workshops, forums, expert missions, study visits etc.)
- Monitors implementation of EU accession, including checking progress and reports
- Provides policy advisory and support national and international experts in carrying out their work, supports the Head of the Component with consulting
- Elaborates recommendations, presentations, other documents for EU accession
- Supports arrangement of advocacy and promotional EU accession events
- Assists the Head of the Component with all organisational and management issues
- Supports the development of policy recommendations for EU acquis chapters: Social policy and employment; Education and culture; Others: sectoral skills agenda, inclusion
- Elaborates policy recommendations, presentations, other documents in integrating into EU education area, supporting life-long learning, reforming public employment services, enhancing sectoral skills agenda, improving inclusion education and employment
- Maintenances good relationships with national and international partners, ensuring implementation of the stakeholder management strategy, communication strategy of the project
- Supports the development of communication materials to promote EU accession, to ensure the visibility of the project.
- Performs other duties and tasks at the request of management
- Supports the development of policy recommendations for EU acquis chapters:
Required qualifications, professional experience and personal competences:
- Master’s degree in economics, social sciences, law qualifications (equivalent diploma or higher level)
- At least 1 year of professional experience in EU accession.
- Readiness to business trips (depends on security situation)
- Ability and experience to work in a political environment
- English (C1), Ukrainian (C1-2) are required.
- Experienced working in an international team
- Good self-organisation skills, autonomy-thinker mindset
- Ability to work under pressure
- Good working knowledge of ICT technologies and computer applications (e.g. MS Office)
- Willingness to upskill as required by the tasks to be performed

Employment conditions:
Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
