Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in Ukraine is seeking qualified professional for the program “Skills4Recovery” to fill the position of the:

Policy Advisor in Vocational Education (full-time, Kyiv)

(internal SAP code: Advisor)

 The project «Skills4Recovery» is implemented by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH and commissioned by the German Federal Ministry for Economic Cooperation and Development (BMZ). The political partners are the Ministry of Education and Science of Ukraine and the Ministry of Economy of Ukraine.

 The objective of the project «Skills4Recovery» is to increase the availability of a qualified workforce for the Ukrainian recovery process. The provision of qualified labor in sufficient numbers is based on creating adequate educational opportunities for all people of working age – this includes initial education for young people and further education for adults.

Key responsibilities:

  • Developing and coordinating project activities in the vocational education and training on the policy level
  • Developing and coordinating round tables, workshops, other events for policy development
  • Elaborating policy recommendations in vocational education and training for national, sectoral and regional authorities and stakeholders
  • Supporting changes in regulatory and legislative regulation in operationalisation of Law on Vocational Education and Training, other Laws
  • Supporting the modernisation of educational programmes, improving their quality, modularisation and inclusiveness

Tasks:

  • Develops and implements project activities, supports contacts with partners and stakeholders in education sector
  • Performs full cycle of project documents processing (tenders’ announcement, terms of reference development for service/procurement contracts etc.)
  • Prepares, implements and documents project events (g. training sessions, workshops, forums, expert missions, study visits etc.)
  • Monitors implementation of project activities, including checking progress and reports
  • Provides policy advisory and support national and international experts in carrying out their work, supports the Head of the Component with consulting
  • Elaborates strategic and operational recommendations, concept notes, other documents to improve education policy
  • Supports the arrangement of advocacy and promotional events in vocational education and training
  • Assists the Head of the Component with all organisational and management issues
  • Develops policy recommendations for vocational education and inclusion: Operationalisation of VET Law; Modernisation of educational programmes for adults, veterans and other groups; Professional orientation in education; Other topics upon requests.
  • Develops and implements research projects, studies in vocational education, reskilling and upskilling adults, inclusive training of vulnerable groups etc.
  • Supports changes in legislative regulations for education (e.g. drafting methodical recommendations, orders, provisions etc.)
  • Develops content for events to advocate, promote reforms in vocational education, inclusion and EU alignment.
  • Supports the development of communication materials (presentations, info graphics etc.) to ensure the political visibility of the Programme
  • Performs other duties and tasks at the request of management
  • Develops policy recommendations for vocational education and inclusion:
  • Maintains good relationships with political partners (Ministry of Education and Science, Ministry of Economy, Agriculture and Environment), other government organisations (National Qualification Agency, State Employment Service etc.), stakeholders, ensuring implementation of the stakeholder management strategy, communication strategy of the project

Required qualifications, professional experience and personal competences:

  • At least master’s degree in education, social sciences (or equivalent diploma)
  • Readiness to business trips (depends on security situation)
  • Ability and experience to work in a political environment
  • English (B2-C1), Ukrainian (C1-2) are required.
  • Experienced working in an international team
  • Good self-organisation skills, autonomy-thinker mindset
  • Good analytical skills and competencies in structuring information
  • Ability to work under pressure
  • Good working knowledge of ICT technologies and computer applications (e.g. MS Office)
  • Willingness to upskill as required by the tasks to be performed

  • Official employment, salary fixed in EUR, performance-related bonuses and 13th salary.

Employment conditions:

 Full-time position with 40-hours working week. Place of assignment is Kyiv. Starting as soon as possible. The contract duration will be 12 months with the possibility of prolongation.
