Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH is seeking a qualified professional for the component “Ukrainian Climate Office / Capacities for Climate Action” as part of the EU- and BMUV-funded project “IKI Interface Project Ukraine: Supporting Ukraine towards Ambitious and Integrated Climate Policy (GreenUkraine)” to fill the position of the:
Liaison Advisor on Climate Change (full-time, Kyiv)

The Ukrainian Climate Office component, co-financed by the EU, supports the establishment of a national Climate Innovation Resource and Consultative Centre. It aims to build capacity across government, business, and civil society for effective climate action and to contribute to Ukraine’s goal of climate neutrality by 2050. The project provides policy advice and supports implementation of climate-neutral and resource-efficient measures.
General Role Description:
The Climate Liaison Officer serves as a central point of contact for project-related climate activities in Ukraine. The position combines policy-oriented engagement, stakeholder coordination, and strategic communication. It requires the ability to represent the project professionally in national processes, maintain strong relationships with governmental and non-governmental actors, and contribute substantively to climate-related tasks.
The position is ideal for a proactive and communicative team player with a good understanding of Ukraine’s climate agenda, who is eager to work at the interface of policy, implementation, and diplomacy, and can handle complex discussions constructively.
Key Responsibilities
- Stakeholder Coordination and Representation:
- Represent the project in selected climate-related meetings, consultations and working groups with Ukrainian government counterparts, development partners, NGOs and businesses.
- Maintain regular contact and build trusted working relationships with the government and other key institutions.
- Support the preparation of stakeholder dialogues and workshops, ensuring adequate follow-up and documentation.
- Problem-Solving: Identify and address challenges or conflicts that may arise between the project and partners, working collaboratively towards effective resolutions.
- Substantive Support to Climate Workstreams:
- Follow ongoing developments in Ukraine’s climate policy, particularly in the context of EU approximation (Chapter 27, climate neutrality goals, decarbonisation, adaptation).
- Contribute to drafting briefings, summaries, presentations, or inputs for technical papers, in cooperation with project experts.
- Collect, summarise and communicate relevant information from national-level processes back to the project team.
- Communication and Internal Coordination:
- Ensure smooth flow of information between Ukrainian partners and the international project team.
- Help translate technical and political messages into understandable and actionable communication for internal and external audiences.
- Contribute to maintaining a positive project profile in Ukraine through active and reliable engagement.
Required Qualifications, Competencies and Experience:
- University degree in a relevant field such as environmental policy, international relations, public administration, economics, climate change, or sustainable development, or a related field.
- At least 5 years of relevant work experience, preferably in a climate-related field, international cooperation, policy implementation, or stakeholder coordination.
- Good understanding of climate policy frameworks, with the ability to quickly grasp and communicate complex topics.
- Familiarity with the Ukrainian institutional and political landscape, particularly in the context of environmental and climate topics.
- Experience working with or engaging stakeholders from government, civil society, or the private sector in Ukraine.
- Strong communication and negotiation skills, including the ability to facilitate meetings, maintain relationships, and engage in dialogue on sensitive topics.
- Excellent team player with a proactive, solution-oriented mindset and high sense of responsibility.
- Comfortable with public speaking, workshop facilitation, and representing the project in formal settings.
- Fluency in Ukrainian and English (written and spoken) is required.
Additional Qualifications and Experience:
- Familiarity with the EU Association Process, especially in the area of climate/environment.
- Experience supporting consulting assignments or donor-funded projects.
- Background in Just Transition, green recovery, or sustainable development is a plus.

Employment Conditions
Full-time position with a 40-hour working week. Place of assignment is Kyiv. Starting on 01.10.2025 or later. The contract duration is 1 year with an option for extension.
