The Position:

The Programme Manager substantively contributes to the effective management of UNFPA activities in the areas of GBV prevention and response and is responsible for managing the country programme’s GBV portfolio. S/hae analyses and assesses relevant political, social and economic trends and provides substantive inputs to project formulation and evaluation, joint programming initiatives and national development frameworks. The Programme Manager on GBV guides and facilitates the delivery of UNFPA’s programmes by monitoring results achieved during implementation. S/he ensures and guides the appropriate application of national systems and procedures and develops enhancements if necessary.

Job Purpose:

You would be responsible for:

Providing support at all national levels in the development, planning, implementation, monitoring and evaluation of GBV initiatives in line with government priorities and according to UNFPA programme policies and procedures;

Providing technical and managerial support to COs and partners in the implementation of gender based violence and harmful practices;

Organizing and participating in periodic technical reviews as well as programme evaluation exercises

Facilitating mainstreaming of GBV issues into the country programme

Strengthening partnership with donors, in an effort to raise additional resources for sexual and gender based violence and female genital mutilation programming

Contributing to advocacy efforts with partners and facilitate adoption of an integrated approach to prevent and respond to sexual and gender based violence

Serving as subject matter expert on gender issues within the context of UN thematic group activities, UN Joint Programmes and partnership with donors and other partners in the gender field;

Coordinating, supporting and managing the coherent and effective implementation of the GBV components of UNFPA’s humanitarian and development response activities, using a results-based approach incorporating creativity, innovation, and responsiveness to the needs, and thorough monitoring and reporting;

Staying abreast of new policy developments and strategies analyzing policy papers, strategy documents, national plans and development frameworks, and prepares briefs and inputs for policy dialogue, technical assistance coordination, and development frameworks;

Expediting and coordinating Programme implementation establishing collaborative relationships with executing agencies, experts, government counterparts and other UN agencies facilitating timely and efficient delivery of program inputs;

Analyzing and reporting on Programme progress in terms of achieving results, using existing monitoring and evaluation tools and introducing new mechanisms and systems where necessary; identifies constraints and resource deficiencies and recommends corrective actions. Monitors Program expenditures and disbursements to ensure delivery is in line with approved project budgets and to realize targeted delivery levels;

Helping create and document knowledge about trends in the areas of GBV prevention and response by analyzing programme, projects, strategies, approaches and ongoing experience for lessons learned, best practices, and shares with management for use in knowledge sharing and planning future strategies;

Facilitating technical support to the development of relevant advocacy and policy documents to address GBV issues through various key partners

Contributing substantially to advocacy and resource mobilization efforts of the Country Office by preparing relevant documentation, i.e. project summaries, conference papers, speeches, donor profiles, and participating in donor meetings and public information events;

Developing strategic partnerships, maintains networks and close linkages with relevant government stakeholders, international organizations, donors, key policy makers, women and youth organizations, educators, donor community, research institutions;

Performing other duties as assigned by the UNFPA Representative and/or Humanitarian Coordinator.

Qualifications and Experience:

Education:

Advanced University degree in social work or other social sciences, public/community health, gender, legal advice as it relates to gender and GBV, management, development, or related field.

Knowledge and Experience:

Five years of professional experience in programme/ project management

Experience in implementation and monitoring of GBV prevention and response programmes

Proven ability to advocate for and advance a policy-oriented agenda

Proven track record, practical experience and knowledge of GBV issues

Familiarity with UN procedures and working methods, particularly with UNFPA agenda, policies and procedures is a plus.

Languages:

Fluency in English and Ukrainian is required.
